This agreement is at no cost to the County or Road Districts.

Truck Access Route Program (TARP) Agreement.  The State of Illinois has approved funding to assist the County of DeKalb in designating 1.022 miles of Somonauk Road from Illinois Route 38 south to the Landfill as an 80,000-pound truck route.  The cost to the County for this project is estimated to be $201,393.00.  In order to secure the State’s funding for this project estimated at $65,100.00, a TARP Agreement must be executed by the County and the State.

Designating a Class II Truck Route.   When the State of Illinois provides counties with funding from the TARP program, that segment of roadway where the funding was used is required to be designated as a Truck Route.  This designation allows trucks to operate with a weight of up to 80,000 pounds and a width of eight feet six inches.  Therefore, this resolution will designate Somonauk Road from Illinois Route 38 south for 1.022 miles as a Class II Truck Route.

#R2009-11 03/18/2009 Passed   Host Community Agreement.  For the DeKalb County Board to enter into a Host Community Agreement with Waste Management, Inc. to provide both future disposal capacity for the citizens of DeKalb County and certain environmental and financial assurances.
#R2009-12 03/18/2009  Passed Local Agency Agreement for Federal Participation for Resurfacing of Perry Road.   In anticipation of obtaining stimulus funding the County of DeKalb is preparing projects.  One of those projects is the Resurfacing of Perry Road from Lee County Line to Somonauk Road South.  This project will be ready to go when the funding is available. This Local Agency Agreement with Federal Participation would accomplish this goal and would secure 80% funding from Federal/State funds should the project get selected.  The cost of the Perry Road project is $2,306,546.00 with the County’s share being $441,309.00.

award the annual allocations for the Senior Services Tax Levy funds to various
agencies throughout the County, they are as follows: Barb City Manor was
awarded $10,500; Ben Gordon Center was awarded $23,000; DeKalb County
Public Health Department was awarded $30,000; DeKalb County Hospice was
awarded $4,900; Elderly Care Services of DeKalb County – Case Management
was awarded $32,500, $26,500 for Elder Abuse and Neglect, and $31,000 for the
Self-Neglect Program; Family Service Agency was awarded $90,000; Fox Valley
Older Adults was awarded $50,000; Hope Haven was awarded $7,250;
Opportunity House was awarded $33,900; Voluntary Action Center was awarded
$100,000 for their TransVac Program and $114,000 for their Meals On Wheels
Program; and Prairie State Legal Services was awarded $3,000.

adoption of a Special Service Areas Policy for the County of DeKalb in order to
address special service areas in the future and cease entertaining requests from
other local government entities to act as their designated officer in the collection of
non-ad valorem special service area taxes without being reimbursed fully for those
services. The DeKalb County Board will provide notice to all local governments of
this change in policy. Those local governments who wish to have the County
Treasurer continue to act as their agent for non-ad valorem special service area
collections should execute intergovernmental agreements between themselves and
the County of DeKalb.

adoption of an Internet Advertising Policy for the County of DeKalb, that restricts
use of the County website while allowing advertising on it. This resolution also
authorizes the Chairman of the County Board to execute a Site Agreement between
the County of DeKalb and Municipal Media Solutions, LLC. This site agreement
sets forth the rights and responsibilities of the County of DeKalb as site owner and
Municipal Media Solutions LLC as contractor.

Assistance Grant. The FY-10 5311 Grant is a grant for operating funding for
TransVac. This is required to be submitted through a Government Agency and is a
pass through grant. That means that all funds are passed through the County to
TransVac.

Urban and Rural Program for the Section 5311 Grant. The Warranty is required
of the County and it simply states that public funds will not be used to provide
TransVac with an unfair advantage in operating in this area with other agencies

This would cover the portion of Bethany Road from the DeKalb City limits north to a point within Township 40 North, Range 4 East of the Third Principal Meridian of DeKalb County, Illinois to the east line of Section 8.
