Award for 2011 Road District MFT Aggregate Projects. To approve the bid award for improvements on various roads in DeKalb County to the lowest bidders as follows: to Macklin, Inc. in the amount of $57,288.00 for 6,600 tons of aggregate surface course spread on road on Cemetery Road and Shabbona Grove Road in Shabbona Road District; to Vulcan Construction Materials, LP in the amount of $17,006.00 for 2,200 tons of aggregate surface course spread on road on Minnegan Road in Afton Road District, and in the amount of $41,400.00 for 5,000 tons of aggregate surface course spread on road on Teman, Owens and Weiherman Roads in Pierce Road District, and in the amount of $21,375.00 for 2,500 tons of aggregate surface course spread on road on Governor Beveridge Highway in Squaw Grove Road District; and to Wagner Associates, Inc. in the amount of $46,200.00 for 7,500 tons of aggregate surface course spread on road on Snake/Scrivins/Herbert Roads in Kingston Road District.

MFT for 2011 Seal Coat Project.  To approve the use of MFT funds for the 2011 County-wide Seal Coat Project in the amount of $172,834.75 for 18 miles of seal coat.

MFT for 2011 County Crack Fill Project.  To approve the use of MFT funds for the 2011 County Crack Fill Project in the amount of $122,578.50 for 72 miles of roadway.

Certifying Names to Illinois Department of Transportation (IDOT) to take the Examination for County Engineer. 

Grant the Sycamore Rotary Club an exception to the DeKalb County Facilities Policy for a period of one week, covering February 21-24, 2011 for the purpose of projecting a message on the front of the DeKalb County Courthouse.

February Resolutions (in their entirety)

Award for 2011 DeKalb County Seal Coat Project. To award the seal coat bid to the lowest bidder: Road Oil Service, from Granville, Illinois, in the amount of $1,021,310.26 for the seal coating of 54.90 miles of various roads on both the County and Road District road systems.

Award for 2011 Crack Seal & Rout Project. To award the 2011 Crack Seal and Rout Project to the lowest bidder: New Coat Sealing, Inc., from Arnold, Missouri, in the amount of $89,150.60 for the fog sealing of 72.4 miles of various roads on the County Road System.

Award for 2011 Fog Seal Project. To award the 2011 Fog Seal Project to the lowest bidder: American Road Maintenance, from Itasca, Illinois, in the amount of $94,837.56 for the fog sealing of 6.65 miles of various roads on both the County and Road District road systems.

Intergovernmental Agreement with Sycamore Park District Dog Park (Old Resolution #R2010-58). To allow the Sycamore Park District to use a County owned 1.8 acre parcel as a Dog Park located at the intersection of Ali Drive and Old State Road.

Tax Abatement for 2010 Tax Year. That the $1,184,882 property tax levy for the 2010 Tax Year (payable in 2011), which was levied for the retirement of the debt of (a) $822,228 for the Build American Bond Issue and (b) 4362,654 for the Recovery Zone Bond Issue, is hereby abated in its entirety in the amount of 41,184,882 by the DeKalb County Board. A certified copy of this resolution should be filed with the DeKalb County Clerk within 15 days.

Annual Property Tax Abatement on 2005 Bond Issue. The DeKalb County Board approves a portion of the $973,513 property tax levy for the 2010 Tax Year, which was levied for the lease agreement for the retirement of the debt on the 2005 Health Facility Re-Financing Bond issue, is hereby abated in the amount of $448,513.

Flex Benefit Plan Amendment. The DeKalb County Board, in compliance with certain provisions related to the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act, amends the DeKalb County Flexible Benefit Plan to include (a) eliminate the ability to be reimbursed for over the counter drugs (except for insulin or those prescribed for treatment for a medical condition, and (b) expands the definition of child generally through the calendar year the child turns age 26. The County Board also amends the DeKalb County Flexible Benefit Plan retroactively to December 31, 2010 with the provisions as outlined on the attached document and that these amendments will supersede the provisions of the Plan to the extent that those provisions are inconsistent with the provisions of this Amendment.

Amendment to the Mendota Enterprise Zone Agreement. To amend the Boundaries of an Enterprise Zone Agreement within the city of Mendota and County of LaSalle, Illinois to add territory in the County of LaSalle. This territory includes approximately 0.067 square miles, all contiguous to the City of Mendota.

March Resolutions (in their entirety)

FY’2010 Year-End Budget Transfers for the DeKalb County Forest Preserve District.  The DeKalb Forest Preserve District does approve the emergency appropriations and budget transfers as set forth on the attached page A for Fiscal Year ending December 31, 2010.

Compact Track Loader Award.  To award the purchase of one 2011 Compact Track Loader to the lowest bidder meeting specifications, CSR Bobcat, Inc., of DeKalb, Illinois, for the Bobcat Model T-190 in the amount of $31,980.00. 

County Hot Mix Projects. To award the following hot mix projects for 2011 for various roads in DeKalb County:  Curran Construction Company of DeKalb, Illinois, in the amount of $76,880.00 for the hot-mix resurfacing of one mile of Perry Road in DeKalb County; in the amount of $347,710.00 for the hot mix resurfacing of 3.16 miles of Glidden Road in DeKalb County; and in the amount of $142,058.00 for the hot mix resurfacing of 0.118 miles of Hillside Drive, 0.076 miles of Barber Greene Road and 0.861 miles of Airport Road in Cortland Road District.  The second award was made to Aurora Blacktop, Inc. of Montgomery, Illinois, in the amount of $55,735.60 for the hot mix resurfacing of 0.338 miles of South County Line Road and 0.051 miles of Victor Line Road in Somonauk Road District.

MFT for the Old State Road Bridge.  To award MFT funds for the replacement of the bridge over Owens Creek located on Old State Road, between Malta Roads in the amount of $114,487.00.

Year End Budget Transfers for FY’2010. The DeKalb County Board does approve the emergency appropriations and budget transfers as set forth on the attached pages A and B for Fiscal Year ending December 31, 2010.

April Resolutions (in their entirety)

Old State Road Bridge. To award the lowest bidder, Sjostrom & Sons, Inc. from Rockford, IL, in the amount of $757,000.00, for the replacement of the existing structure over Owens Creek located on Old State Road, three and one half miles south of Kirkland, Illinois

2011 County-wide Striping Project.  To award the lowest bidder, America’s Parking Remarking, Inc. from St. Louis, Missouri, in the amount of $212,804.00 for the pavement striping of various roads in DeKalb County and Road Districts.

MFT for Striping Project.

License Renewal for a Landfill Operation. To

renew the County license to operate a sanitary landfill on an 88-acre site located

east of Somonauk Road, immediately south of I-88, in unincorporated Cortland

Township, DeKalb County, as described in the application filed February 5, 2010,

referenced herein as though attached hereto. The renewal is for the period of May

1, 2011 to April 30, 2012 for Waste Management of Illinois, Inc. The Chairman of

the DeKalb County Board is hereby authorized to execute all necessary documents for

County Engineer Appointment. The DeKalb County Board does hereby appoint Mr. Nathan F. Schwartz of Rochelle, Illinois to the position of County Engineer for a six year term as of June 25, 2011 at a salary of $93,000.00, with 4% increments to that salary following six months and one year of successful employment.  His employment will commence on June 20, 2011 as “County Engineer – Elect”.

Amendment to the Courthouse Expansion Project Regarding the Bond Proceeds.  To approve an additional $500,000.00 in available bond proceeds to fund all alternates for the Courthouse Expansion Project, raising the not-to-exceed total to $15,000,000.00. 

A. Amendment to the DeKalb County Code.  The DeKalb County Board does hereby adopt the attached recommendations for changes to the DeKalb County Code amending section and 2-32 and adding section 2-31 (15).   

B. Amendment to the DeKalb County Code.  The DeKalb County Board does hereby adopt the attached recommendations for changes to the DeKalb County Code amending section 2-26; and 2-27

May Resolution (in their entirety)

Award of the Senior Services Tax Levy.  To award the following allocations for the Senior Services Tax Levy Appropriations: Barb City Manor was awarded $8,008; Ben Gordon Center was awarded $21,066; DeKalb County Health Department was awarded $25,693; DeKalb County Hospice was awarded $3,946; Elder Care Services was awarded $67,100 for Case Management, Elder Abuse, and for Self-Neglect; Family Service Agency was awarded $62,822; Fox Valley Older Adults was awarded $61,611; Hope Haven was awarded $11,134; Opportunity House was awarded $24,941; Prairie State Legal Services was awarded $1,793; Voluntary Action Center was awarded $200,000 for Meals on Wheels and for Transportation. The total award amount is $488,114.00. 

 Approval of the Precinct Realignment.  The DeKalb County Board does hereby adopt the recommended Precinct Realignment, resulting in the changes noted in the attached recommendation, to precincts CO—2, CO-09, CO-06, CO-08, CO-11, CO-10, DK-02, DK-08, DK-06, DK-09, DK-25, DK-11, DK-12, DK-13, DK-21, KI-02, KI-03, SY-01, SY-11, SY-12 and SY-13.  Said precinct line changes will be effective for the March 20, 2012 Primary Election. 

To Apply for FY-12 5311 Operating Assistance Grant. The FY-12 5311 Grant is a grant for operating funding for TransVac. This is required to be submitted through a Government agency and is a pass through grant. That means that all funds are passed through the County to TransVac.

To Accept the FY-12 Special Warranty.  Acceptance

Approval of the Revised Cooperative Agreement for the DeKalb/Sycamore Area Transportation Study (DSATS).  To approve the amendment to the Cooperative Agreement between the member agencies of the DeKalb-Sycamore Area Transportation Study (DSATS), to modify how the member agencies share the cost of the required local match.   

Intergovernmental Agreement with the State of Illinois for Maintenance of Traffic Signals on the State System Intersect with a County Road.  To enter into an agreement with the State of Illinois for the maintenance and apportionment of energy costs for traffic control devices located on State highways shared with DeKalb County, and does authorize its chairperson to execute the appropriate Intergovernmental Agreement with the State of Illinois.   

In Support of HB 148 – Concealed Carry Weapons.  The DeKalb County Board does encourage Representative Robert Pritchard, Representative Joseph Sosnowski and State Senator Christine Johnson to vote in favor of HB148 and further encourages the other members of the Illinois General Assembly to vote in favor of HB148 in order to allow law-abiding citizens of the State of Illinois the opportunity to obtain a license to carry concealed firearms.

Inclusion of Forest Preserve Staff into the County’s Personnel Policy.

Intergovernmental Agreement with the Town of Cortland.  To enter into an agreement with the Town of Cortland, Illinois, for the construction and maintenance of sidewalks located within the DeKalb County right-of-way within the Town limits of Cortland. 

Supervisor of Assessments Appointment.  To appoint Robin Lynn Brunschon as the Acting Supervisor of Assessments for a period not to exceed 60 days beginning May 28, 2011 at an initial salary of $75,000.00 per year. 

June Resolution (in their entirety)

Compensation for County Board Members.  The DeKalb County Board shall compensate the DeKalb County Board members as prescribed on a per diem basis as described in the resolution.  The Ad Hoc Redistricting Committee further recommends that the per diem amounts be reviewed every two years and set the various rates of County Board Members, Committee Chairs and the County Board Chairman and Vice Chairman.

Election of the County Board Chairman.  The DeKalb County Board does approve the recommendation that the DeKalb County Board Chairman shall be elected at the beginning of each term as prescribed in the County Board Rules and Procedures, by the membership of the County Board. 

Approval of the Newport Reapportionment Plan.  The DeKalb County Board does hereby adopt the reapportionment plan recommended by the DeKalb County Ad Hoc Redistricting Committee as stated in the resolution (Exhibit 1/Newport Plan), and does direct its filing in the office of the County Clerk prior to July 1, 2011 and does further direct the County Clerk to forward copies of said plan to the Chairman of the County Board and to make copies of said plan available to any citizen of the County of DeKalb as so requesting.

Release of Executive Session Minutes.  The DeKalb County Board does hereby direct the Clerk of the Board to make the minutes of the meetings stated in the resolution available for public inspection.

Gurler Road Bridge Replacement.

Agreement for Grade Crossing Improvements on Lee Road at the Burlington Northern Santa Fe (BNSF) Railroad Crossing.  To authorize the DeKalb County Chairman to sign the appropriate documents entering  into an Agreement with the State of Illinois and the Burlington Northern Santa Fe Railroad for the purpose of the installation of flashing light signals and gates with constant warning time circuitry crossing improvements on Lee Road at the BNSF Railroad Crossing.    

Authorized Bank Depositories. To authorize an updated list of banks and credit unions as depositories of public funds in the custody of the DeKalb County Treasurer.

Intergovernmental Agreement to Join the Northern Illinois Technology Triangle.  To authorize DeKalb County Government to become a member of the Northern Illinois Technology Triangle Commission and a Participant in the Fiber Ring Project.  

 Stormwater Management in DeKalb County.  The DeKalb County Board does hereby endorse the strategy for developing a watershed-based approach to stormwater management and flooding as set forth in Exhibit A attached to the resolution. 

Supervisor of Assessment Appointment.  To appoint Ms. Robin Lynn Brunschon as permanent Supervisor of Assessments for a four-year term effective July 20, 2011 provided that all requirements of the Illinois Department of Revenue for that position have been successfully completed by that date.

Delinquent Property Tax Sale. To authorize the

Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of

Purchase, as the case may be (parcel #09-29-400-016-00270), for the sum of $345.00 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

:  Delinquent Property Tax Sale. To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #06-33-400-039-0003B), for the sum of $417.00 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

:   Intergovernmental Agreement between the County of DeKalb and the Community Mental Health Board.  The DeKalb County Board Chairman is hereby authorized to sign the three-page agreement with the Community Mental Health Board, to provide for the equal sharing of the services of the Community Services Director to execute the management duties of both organizations and that this agreement will be effective as of September 1, 2011. 

Collective Bargaining with International Union of Operating Engineers, Local 150.  The DeKalb County Board does hereby concur in the recommendations attached to the resolution and does hereby ratify the proposed agreement with the International Union of Operating Engineers, Local 150 and does direct the Chairman of the DeKalb County Board to execute said agreement.

Award for Whipple Road Hot-Mix Project.  To award the low bid meeting specifications for improvements on Whipple Road in Sycamore Road District, to Curran Contracting Company of DeKalb, Illinois, in the amount of $106,265.00, for the hot-mix placement of 1.26 miles on Whipple Road between Route 23 and Brickville Road, under Section 11-18122-00-FP. 

Delinquent Property Tax Sale. To authorize the

Chairman of the DeKalb County Board to execute a deed of conveyance of the

County’s interest or authorize the cancellation of the appropriate Certificate of

Purchase, as the case may be (parcel #06-33-400-039-00090), for the sum of $418.06 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

Delinquent Property Tax Sale. To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #08-01-4150020), for the sum of $229.86 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

Delinquent Property Tax Sale. To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #13-15-280-009), for the sum of $334.32 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

Delinquent Property Tax Sale. To authorize the Chairman of the DeKalb County Board to execute a deed of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be (parcel #09-20-326-016), for the sum of $27.69 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

Asset Management Policy. The DeKalb County Board does adopt the Property Management & Inventory Control Policy for assets acquired with Federal Broadband Technology Funds and hereby adoption effective immediately.

Memorandum of Understanding with the DeKalb County Regional Office of Education for Payment of Reimbursable Costs. The DeKalb County Board does enter into a Memorandum of Understanding (attached to this resolution) with the Regional Office of Education for the purpose of reimbursing costs requested by said office for a partial salary stipend for the Regional Superintendent and the Assistant Regional Superintendent from July 2011 to December 2011. The Regional Office of Education shall establish an escrow account from an ROE enterprise fund with the DeKalb County Regional Superintendent of Schools and the DeKalb County Treasurer both as signors for the account. The escrow account described herein shall have a balance of $70,000.

FY2012 Budget to be Place on File for Public Viewing. To place the DeKalb County FY2012 Budget on file for Public Viewing in the County Clerk’s Office, on the County’s internet site, and at two other geographically diverse public offices (The Sandwich City Hall and the Office of the Genoa City Clerk), for public inspection.

Reallocation of Unexpended Funds to Voluntary Action Center.  To approve the reallocation of $8,568.00 to the Voluntary Action Center for reimbursement for services provided to benefit the County’s seniors.

Downstate Public Transportation Operating
Assistance Grant Agreement. To authorize the execution and amendment of the Downstate Operating Assistance Grant Agreement. The present resolution is for the approval of the execution of the grant applied for earlier this year. The Operating Assistance Grant is for #375,000 this year and is a slight increase of approximately $30,000 from our 2011 Operating Grant.

Records Retention Policy for Bond Issues.
The DeKalb County Board does adopt the Record Retention Policy, which is in the
best interest of the County to maintain sufficient records to demonstrate
compliance requirements made by Federal and State laws as well as with various
bond covenants.

Fund Balance Reporting and Flow of Funds Policy. To adopt the Fund Balance Reporting & Flow of Funds Policy and that the County’s Chief Financial Officer is hereby directed to immediately implement said policy within the rules specified by the Governmental Accounting Standards Board and that the Finance Committee is charged with annually reviewing and approving the allocation of the various fund balances.

Intergovernmental Agreement with the Village of Kirkland on Hortense Street Bridge. To enter into an Intergovernmental Agreement with the Village of Kirkland for the improvements of the Hortense Street Bridge as outlined in the agreement attached to this resolution. The DeKalb County Board does authorize its Chairperson to sign the Intergovernmental Agreement with the Village of Kirkland.

Preliminary Engineering Agreement. To enter into a Preliminary Engineering Agreement with Willett, Hofmann & Associates, Inc. of Dixon, Illinois for the provision of preliminary engineering services incident to bridge improvement located in the Village of Kirkland, DeKalb County, Illinois, and does authorize its Chairperson to execute the pertinent documents.

Elected Official Salaries. The DeKalb County Board does hereby establish salaries for the following officials and said salaries to be effective on the 1st day of January each year for the County Board Chairman, County Board Vice-Chairman, Committee Chairperson, County Board Member Circuit Clerk and Coroner.
