That a portion of the $972,513.00 property tax levy for the 2011 Tax Year (payable in 2012), which was levied for the lease agreement for the retirement of the debt on the 2005 Health Facility Re-Financing Bond Issue, is hereby abated in the amount of $422,513.00, and that a certified copy of this resolution should be filed with the DeKalb County clerk within fifteen days
 #R2012-21  03/21/2012  Passed Annual Property Tax Abatement for Courthouse Expansion & Jail Planning Bond Issue.  That the $1,142,906.00 property tax levy for the 2011 Tax Year (payable in 2012), which was levied for the retirement of the debt of (a) $832,798.00 for the Build American Bond Issue and (b) $310,108.00 for the Recovery Zone Bond Issue, is hereby abated in its entirety in the amount of $1,142,906.00, and that a certified copy of this resolution should be filed with the DeKalb County clerk within fifteen days
 #R2012-22  03/21/2012  Passed Amendments to the Indemnification Policy.  To amend the Indemnification Policy with 13 changes, as denoted on the three-page policy attached to this resolution, with underlines and strike-outs, and that the Finance Office is hereby directed to incorporate these changes into the policy manual for DeKalb County Government.

Salary Adjustment for Non-Union Employees.  Because of a disparity in wages between non- employees and union employees , the DeKalb County Board does adopt a recommendation for bringing parity between the groups.  For employees not elected, or subject to collective bargaining or special contracts, who also have not had cumulative increases above 5% for the period of January 1, 2010 through January 7, 2012 are hereby granted an additional 2.0% raise effective March 25, 2012 and that funding for said increase comes from (a) the voluntary agreement by the elected Circuit Clerk to transfer the funding for office supplies and one Deputy Clerk position for salary and benefits from her General Fund budget to her special fee funds of Court Automation and Document Storage, and (b) the operating revenues for the cost centers that are not part of the General Fund.

 #R2012-26  04/18/2012 Passed     Local Agency Agreement for Participation in the Rural Sign Upgrade Program. The County of DeKalb has been selected by the Illinois Department of Transportation to participate in the Rural Sign Upgrade Program. This Program consists of upgrading signs currently on the roadway system to be upgraded to meet the current requirement for retroreflectivity. DeKalb County would be the lead agency for this program and in addition to DeKalb County, all 19 Road Districts and all Municipalities within DeKalb County with a population of 5,000 or less are also eligible for participation. Each agency can apply for a grant of up to $25,000 for the replacement of their signs, posts and hardware. Only regulatory and warning signs are eligible for replacement at this time. There is no local match required. Funding would be 90% Federal and 10% State.

 #R2012-38  06/20/2012   Passed Amendment to the Engineering Agreement for Five Points Road Bridge, Hutchison Engineering, Inc. (Sec. 05-00044-01-BR).  To amend the Engineering Agreement made with Hutchison Engineering, Inc. of Shorewood, Illinois, on December 19, 2007 for preliminary engineering services incident to the replacement of a bridge on Five Points Road, located in Kingston Road District for an amount not to exceed $233,000.  The modification to said agreement is to allow for plan revisions and modification to Phase 1 documentation for the elimination of the proposed retaining walls. Said changes will require an additional 615 man-hours and will be paid at actual costs plus 125% for a re-calculated, not to exceed price of $307,000.  This resolution also authorizes the Chairman of the DeKalb County Board to execute the modified Engineering Services Agreement for this project under Section #05-00044-01-BR.

 #R2012-41  06/20/2012   Passed Authorizing Application for Public Transportation Financial Assistance.  Resolution #R2011-30: To Apply for FY-13 5311 Operating Assistance Grant. The FY-13 5311 Grant is a grant for operating funding for TransVac. This is required to be submitted through a Government agency and is a pass through grant. That means that all funds are passed through the County to TransVac 
 #R2012-42  06/20/2012   Passed Acceptance of the Special Warranty for Public Transportation Financial Assistance for the Section 5311 Grant.  The Warranty is required of the county and it simply states that public funds will not be used to provide TransVac with an unfair advantage in operating in this area with other agencies providing the same type of service to the public on a private basis.

Tax Abatement Request. The DeKalb County Board does hereby approve the partial abatement of taxes for Right Pointe Company, DeKalb, Illinois, associated with the building to be constructed at 2754 Wagner Court, DeKalb, Illinois, PIN#08-34-401-014 as follows: In the first full year of taxation 90%; in the second full year of taxation 80%; in the third full year of taxation 50%; in the fourth full year 50%; and in the fifth full year of taxation 50%. Beginning in the 6th year of taxation there shall be no partial abatement of property taxes for this property. The Treasurer is directed to implement the aforestated abatements in each of appropriate tax years only following notice from the City of DeKalb that the company has fulfilled its requirements and that the other taxing bodies have approved these abatements.

The DeKalb County Board does enter into an Engineering Agreement with Wendler Engineering Services, Inc. of Dixon, Illinois, for the provision of preliminary engineering services incident to the repair or replacement of a bridge on Bethany Road over the East branch of the Kishwaukee River located in the Cortland Road District. The cost of this agreement has been set at not to exceed $25,700.00.

 #R2012-52  08/15/2012   Passed   Approval of Truck Access Route Program (TARP) Agreement with the State of Illinois for Chicago Road. The DeKalb County Board does enter into an agreement with the State of Illinois for the resurfacing and upgrading of Chicago Road to an 80,000 pound truck route from Illinois Route 23, near the northwest corner of Section 11, Township 37 North, Range 4 East of the 3rd P.M. and proceeding easterly for 0.80 miles, said improvements estimated to cost $230,550.00 with the local share to be $137,000.00. The DeKalb County Board does also authorize its Chairman to execute an appropriate Truck Access Route Program (TARP) Agreement with the State of Illinois.

The DeKalb County Board does hereby authorize the DeKalb County Board Chairman to sign and execute the Financial Assistance Agreement to fund a watershed plan for the Union/Virgil Ditch watersheds.

The DeKalb County Board does approve the award for improvements to Bethany Road to Illinois Constructors Corporation, in the amount of $193,612.78, for the construction of a superstructure replacement using precast pre-stressed concrete deck beams supported on existing pile bent abutments and pier, identified as Section Number 12-03128-02-BR.
 #R2012-73  11/21/2012     Passed   Anticipation of Township Bridge Funds. In order to repair the bridge on Bethany Road in Cortland Road District and re-open the bridge as soon as possible, the Cortland Road District requested Township Bridge Program funds be used for the repair. The current balance in that fund is not enough to cover 80% of the construction cost and therefore the DeKalb County Board will request anticipation of fund. This will obligate future allotments to this project and the County will up front the cost of this project and receive annual payment from the State for the amount anticipated. The amount to be allocated equals $194,814.00.

The DeKalb County Board does direct its attorney to draw and its Board Chairman to execute all documents necessary to make a sufficient portion of parcel #08-13-200-020 owned by the County of DeKalb available for the construction of new public transportation facilities to serve the citizens of DeKalb County. And the County Board does direct staff to work cooperatively with the staff at Voluntary Action Center and the City of DeKalb to obtain the necessary funding and see that the facilities are constructed.

The DeKalb County Board does hereby join the Genoa City Council in support of the construction of a full interchange at the intersection of Route 23 and I-90 and does direct the Board Chairman to sign this resolution and does direct the County Clerk to distribute copies of it to officials at the Illinois Toll Highway Authority, Illinois Department of Transportation and all of DeKalb County’s elected State and Federal Representative.
