Local Agency Agreement for Federal Participation for Section 08-00076-00-BR, Coltonville Road Bridge. The DeKalb County Board hereby deems it appropriate to enter into an agreement with the State of Illinois for the replacement of the Coltonville Road Bridge a half mile east of North First Street over the Kishwaukee River, in DeKalb Township with the estimated cost being Three Million Four Hundred Thirty-Three Thousand dollars ($3,433,000.00) and the local share to be estimated at Six Hundred Eighty-Seven Thousand dollars ($687,000.00).

The DeKalb County Board does hereby select the DeKalb County Convention and Visitor's Bureau as DeKalb County's Agency of Record for Tourism Promotions for the Illinois Office of Tourism for 2015 Fiscal Year (January 1, 2015 to December 31, 2015).

Amendment to the FY 2015 Budget for the Authorization of an Additional Correction Officer Position. The DeKalb County Board does approve that the FY 2015 Budget is hereby amended to allow for the addition of one Corrections Officer in the Sheriff's Office at an estimated cost of $92,000 for salary and benefits and that $36,000 will be allocated for the reduction in the utilization of reserve funds within the General Fund. This resolution will take effect immediately.

The DeKalb County Board hereby authorizes the Chairman of the DeKalb County Board to execute a deed of conveyance of the County's interest or authorize the cancellation of the appropriate Certificate of Purchase, as the case may be for parcel #08-12-377-001 for the sum of $2,393.54 to be paid to the Treasurer of DeKalb County, Illinois, to be disbursed according to law.

Award of Purchase for New Equipment. The DeKalb County Board does hereby approve the purchase of a new Tandem Axle Cab and Chassis with options in the total amount of $71,483.00 from JX Peterbilt of Rockford, Illinois for submitting the lowest bid meeting specifications. The DeKalb County Board also hereby approves the purchase of an AWD Motor Grader with options in the total amount of $211,906.00 from West Side Tractor of Naperville, Illinois for submitting the lowest bid meeting specifications.

Abating a Portion of the Property Tax Levy for the 2014 Tax Year for the 2005 Health Facility Re-financing Bond Issue. The DeKalb County Board does approve that a portion of the $967,013 property tax levy for the 2014 Tax Year (payable in 2015), which was levied for the lease agreement for the retirement of the debt on the 2005 Health Facility Re-Financing Bond Issue, is hereby abated in the amount of $342,013, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days.

Abating the Entire Property Tax Levy for the 2014 Tax Year for the 2010 Courthouse Expansion and Jail Expansion Bond Issue. The DeKalb County Board does approve that the $1,187,663 property tax levy for the 2014 Tax Year (payable in 2015), which was levied for the retirement of the debt of (a) $877,555 for the Build America Bond Issue and (b) $310,108 for the Recovery Zone Bond Issue, is hereby abated in its entirety in the amount of $1,187,663, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days.

Creation and Appointment of a Jail Solution Committee. The DeKalb County Board does approve the creation of a Jail Solution Committee and does hereby charge the Committee with presenting a report for action to the County Board on or before December 16, 2015. The membership on this Committee will consist of the following individuals: Tracy Jones (Chairman), Marjorie Askins, Kevin Bunge, Dan Cribben, John Frieders, Lt. Joyce Klein, Frank O'Barski, Riley Oncken, Steve Reid, Sheriff Roger Scott, Paul Stoddard, and Anita Turner. These appointments, and the Committee, will expire on December 31, 2015.

Amending the DeKalb County Cafeteria Plan to Remove the Individual Insurance Policy Provision under Health Insurance Benefits Section 4.4. The DeKalb County Board does hereby approve that the DeKalb County Cafeteria Plan is amended retroactively to January 1, 2014 by accepting the new attached Plan Document in its entirety and that this new Plan will supersede all the provisions of the previous Plan and that the Finance Director is authorized and directed to execute and deliver to the Administrator of the Plan any and all documents necessary to amend the Plan Document.

Urging the Reform of Our Criminal Justice System. The County Board of DeKalb County does hereby urge our representatives at the state and federal level to enact legislation to reduce arbitrary mandatory sentences, encourage judges to release non-violent, non-flight-risk detainees on their own recognizance, decriminalize "nuisance" offences, provide for the support of community-based mental health treatment alternatives to incarceration, and/or other such action that will reduce jail populations to include only those who pose real risks to themselves or the community.

Temporary Hiring Policy. The DeKalb County Board does hereby adopt a temporary hiring policy that will be in effect immediately and until December 31, 2015 at which time the FY2016 Budget is expected to take effect which will address if there is a continued need for such a policy.

The DeKalb County Board hereby authorizes the County Board Chairman to sign on to the Stepping Up program's "Call to Action" to reduce the number of people with mental illnesses in our county jail, commit to sharing lessons learned with other counties in Illinois and across the country, to support a national initiative, and encourage all county officials, employees and residents to participate in the Stepping Up program.

County Treasurer's Resolution Deferring the Due Date for Property Taxes for Properties Damaged by Tornado. The DeKalb County Board does hereby approve to extend without penalty the due date for payment of DeKalb County property taxes for properties damaged by the April 9 storm to October 16, 2015, said extension to be in accordance with the procedures set forth in the resolution.
