Chairman Crain called the meeting to
order at 7:00 am.
Minutes were approved as submitted,
motion Wilson, second Casella, unanimous.

Business
There was no old business.
New
Business: Management Report
Scavotto reviewed October's operations.
October's financials have been prepared but are on hold pending adjustments for
the capital rate increase, for several IPA-pending cases currently reported as
private pay, for reductions in expense for ancillary rehab services, and for
several reserve accounts.
Management expects October to be a
positive month despite dramatic reductions in Medicare revenues. Expenses were
kept well in check with October representing one of our better cost control
performances this year.
Scavotto presented several threats to
future revenues resulting from changes in federal reimbursement policy for
glucose testing and from State initiatives to reduce Medicaid spending. Township
support continues to be a issue and management will be meeting with township
trustees and supervisors in the very near future to present a strong case for
continued voluntary contributions.
Scavotto reviewed a corporate
compliance issue involving physician billing under PPS. Management will
establish a reserve for this pending expense.
Transportation is a current issue as
the bus is nearing the end of its useful life. Options are being analyzed.
Discussions with VAC are going well,
but remain in the early stages.
Executive
Session
On motion by Wilson, second Casella,
unanimous, the Board went into Executive Session for personnel matters; the
Board emerged from Executive Session with no action being taken.
