The meeting was called to order at 7:00
am by Chairman Crain.

QI/Compliance Report
Anderson
reviewed the IDPH annual survey, conducted in August. She explained deficiencies
found and actions taken pursuant to the plan of correction. There were no
substandard quality of care issues.
Quarterly
quality indicators were reviewed. DCRNC continues to register higher results
than desired in UTIs and in use of restraints. We continue to move residents to
the Wellspring protocol to manage UTIs better; however, the facility's resident
profile indicates that we should expect to experience continuation of UTIs.
Restraint reduction efforts continue but some of our residents will always score
under "use of restraint" as long as certain devices such as cardiac
chairs are included in the definition of restraint. We do not anticipate
discontinuing assistive devices that are beneficial to the resident.
In regard to
compliance, Scavotto reported on efforts to move to data-based analysis and to a
systems approach. DCRNC is struggling with this change, although all staff are
working cooperatively to learn new skills and to implement compliance according
to plan. Efforts are under way to implement required policies, procedures, and
other responses to HIPAA privacy and reporting regulations.
Operations
Census for
August averaged 180. The initial operating gain was approximately $50k. However,
after contributing $20k for the County's planned bike path and after
transferring $20k to the workers' comp reserve, monthly profit stands at $8500.
Year-to-date we are reporting an operating gain of just under $150k.
September's
census is soft, currently averaging 175 month-to-date. Early indications are
that September's results from operations will not be good. Hours paid are still
a concern although in recent pay periods total hours paid have been coming down.
DCRNC has not experienced the same decline on private pay residents that other
SNFs have. However, census does track with the hospital's. Right now, the
hospital is slow, and so is DCRNC.
Management
will examine the possibility of sharing food production facilities to reduce
costs and/or to achieve extra revenues.
