Minutes of the
|
The
regular monthly meeting of the Public Infrastructure and Development Committee
of the DeKalb County Board met on Thursday, November 1, 2001, at 7:00PM in the
Conference Room of the County Highway Department.
Chairman Wilson called the meeting to order.
Committee
members present were Chairman Wilson, Mr. Smith, Mr. Hoffman, Mr. Guehler, Mr.
McLaughlin, Ms. LaVigne and Mr. Sands. Mrs.
Casella was absent. Also
attending were William Lorence, County Engineer and Greg Millburg of the Farm
Bureau.
APPROVAL OF MINUTES
Motion by Mr. Sands to approve the
October 4, 2001 minutes, seconded by Mr. Smith.
Motion carried unanimously.
APPROVAL OF AGENDA
Motion to approve the agenda as printed
and distributed was made by Mr. McLaughlin,
seconded by Mr. Hoffman. Motion
carried unanimously.
ALTERED SPEED ZONE:
Establishment of 45MPH speed zone on
Glidden Road from South Malta southerly one-quarter mile
Mr.
Lorence explained that, as this portion of Glidden Road lies outside city
limits, an alteration of a speed zone must be done through the County Board.
A study has been made and this section of highway meets the
qualification for a 45MPH zone.
Motion by Mr. Smith to forward the
altered speed zone resolution onto the County Board, seconded by Mr.
McLaughlin. Motion carried
unanimously.
UTILITY COORDINATION:
Resolution providing for establishment
of a coordination council.
The resolution before the Committee provides for a utility coordination council to be established within the County, which will then have authority to require utility companies to remove, relocate or modify their service within County right-of-way within a 90 day time frame to meet construction needs of the County. This council must be established prior to January 1, 2002. This action is based upon the passage of Senate Bill 699 into law.
Motion by Mr. Smith to pass the
resolution authorizing the establishment of a utility coordination council,
seconded by Mr. Sands. Motion
carried unanimously.
TASK FORCE REPORT
Report on Task Force=s
recommendation regarding extended snow plowing hours.
Mr.
Sands distributed the final recommendation of the Snow Removal Task Force to
Committee members. He then briefly
reviewed those recommendations and asked the Committee members to look over the
minutes of the two meetings and subsequent recommendations and, hopefully,
discuss this again in December. Chairman
Wilson thanked Mr. Sands and those Committee members who served on the Task
Force for their work. The report
will now go to the Administrative Staff for further evaluation, particularly
with regard to need and costs. The
Highway Department will try to get those costs together by December=s meeting.
COUNTY ENGINEER=S
COMMENTS:
Monthly report of construction
activities.
Mr.
Lorence reviewed the various projects under County supervision this past 30
days. The Malta Road box culvert is
95% complete. While local traffic
has been allowed to use the road, it is hoped a complete road opening should
happen by mid-November.
The
intersection of Barber Greene Road and Peace Road is approximately 83% complete.
The widening was completed today with final surface to be placed next
week. If all material is
acceptable, the signals should be in place by November 15th.
Glidden
Road is 50% complete as of today.
A
consultant will be hired to assist in convincing the State to allow the
replacement of a structure located on Irene Road, which has been declared a
historical structure. This
designation forbids replacement of the structure, which is in need of repairs as
well as widening.
The
Genoa Road railroad structure is still on the letting in Springfield for
November 9th. If the project is
awarded, Mr. Lorence said quite a bit of dirt could yet be moved this fall and
winter.

Motion by Mr. Guehler, seconded by Mr.
Smith to adjourn. The motion
carried unanimously and the November 1, 2001 meeting of the Public
Infrastructure & Development Committee so adjourned.
