Minutes of the

The regular monthly meeting of the
Public Infrastructure and Development Committee of the DeKalb County Board met
on Thursday, May 3, 2001, at 4:00PM in the Conference Room of the County
Highway Department. Chairman
Wilson called the meeting to order.
Committee members present were Chairman
Wilson, Mr. Smith, Ms. Lavigne, Mr. McLaughlin, Mrs. Casella and Mr. Guehler.
Mr. Sands and Mr. Hoffman were absent.
Also attending were William Lorence, County Engineer and Greg Millburg
of the Farm Bureau.
APPROVAL
OF MINUTES
Mr. Smith moved to approve the minutes
of the April 5, 2001 meeting, Ms. Lavigne seconded.
Motion carried unanimously.
APPROVAL
OF AGENDA
Motion to approve the agenda as printed
and distributed was made by Mr. Guehler, seconded by Mrs. Casella.
Chairman Wilson indicated a request for an Executive Session to discuss
land acquisition.
Motion to approve the agenda as amended
was made and seconded. Motion
carried unanimously.
LETTING
RESULTS:
A letting was held on Tuesday, May 1,
2001. Chairman Wilson reviewed
the bids received with the Committee. Motion
to approve the awards to the low bidders by Mrs. Casella, seconded by Mr.
Smith. Motion carried
unanimously.
ENGINEERING
AGREEMENT:
An engineering agreement with Bowman,
Barrett & Associates for the construction engineering for Genoa Road
railroad structure was presented by Mr. Lorence.
The agreement has a not to exceed limit of $394,384.00.
The construction engineering does not cover any of the road
realignment. The final cost will
depend upon how much County forces are available to perform various aspects.
Motion to approve the agreement was made Mrs. Casella, seconded by Mr.
Smith. Motion carried
unanimously.
COUNTY
ENGINEERS COMMENTS:
Mr. Lorence reviewed the construction
activities of the Department during the month of May.
It was noted that the surfacing of the Bethany Road extension would be
bid in June.
Chairman Wilson noted that the
Department had sponsored one of the monthly meetings of the Township Road
Commissioners in April. Chairman
Wilson suggested it might be a good idea to do this annually.
EXECUTIVE
SESSION:
Motion by Mr. Smith, seconded by Mrs.
Casella to go into executive session for the purpose of land acquisition.
On a voice vote being taken, there were eight ayes and no nays.
Motion carried unanimously.
Motion
by Ms. Lavigne, seconded by Mrs. Casella to return to regular session.
Mrs. Casella moved to go forward with
eminent domain proceedings to acquire the remaining parcel of property for the
Glidden Road project, seconded by Mr. McLaughlin.
Motion carried unanimously.
ADJOURNMENT:
Motion by Mr. Smith, seconded by Mrs.
Casella to adjourn. The motion
carried unanimously and the May 3, 2001 meeting of Public Infrastructure &
Development Committee of the DeKalb County Board so adjourned.
