Minutes of the
Public Policy Committee


July 16, 2001


The Public Policy Committee of the DeKalb County Board met on Monday, July 16, 2001 at 6:30p.m. at the Administration Building’s Conference Room East.   Chairman Ruth Anne Tobias called the meeting to order.  Members present were James Barr, John Dlabal, Pat LaVigne and Jeffery Metzger.   Ed Brown and Eileen Dubin were absent.  Greg Millburg was also present. 

 

APPROVAL OF THE MINUTES

Moved by Ms. LaVigne, seconded by Mr. Metzger, and it was voted unanimously to accept the minutes from the June 21, 2001 meeting.

 

APPROVAL OF THE AGENDA

Moved by Mr. Barr, seconded by Mr. Metzger, and it was voted unanimously that the agenda be approved.

 

LEGISLATIVE AGENDA DISCUSSION – Annual compilation of legislative issues that the various county departments and county board members would like to present in a legislative agenda form to their State Legislators. 

Chairman Tobias passed out a small packet of items that various departments had submitted for the legislative agenda review.  Chairman Tobias directed Ms. Supple, County Coordinator, to compile a list of all the submittals and to have it ready for the August Meeting. At that time the committee will prioritize the items, Ms. Tobias said.  Mr. Dlabal stated that he felt that at the recent budget training classes that Mr. Hanson has been holding over the last couple of months that he has heard a lot of departments talk about how the tax cap issue has affected their departments. He said that he felt that it was going to be a real handicap to us in the future and that we need to look at other ways to get funding.  Maybe we could look at income taxes, the gasoline tax, value added tax, etc. 

 

FALL MEETING IN GENOA

Chairman Tobias stated that she has spoken to Michael Haines to help with organizing our October meeting in Genoa.  The committee also discussed the various department heads that they would like to invite to it.  Chairman Tobias and the committee thanked Mr. Metzger for organizing our Sandwich Meeting in June.  

 

REVIEW OF SANDWICH MEETING

The committee felt that the meeting was very good and well attended.  Mr. Metzger mentioned to the committee that one of their aldermen from Sandwich had recently passed away, a Mr. Duane Dannewitz.  Chairman Tobias said that she would send a sympathy card to his family on behalf of the committee.  Mr. Metzger also said that he knew that the court computer issue is being worked on per his conversation Mr. Bockman.

 

NEW BOARD DISTRICT MAP

Chairman Tobias said that the county board district map is not on the website yet.  However, the list that was adopted by the full board in June is on the website under Hot Topics.  She also stated that if anyone has Netscape that they cannot get the full county board page up on their computers for some reason. 

 

REGIONAL PLANNING COMMISSION DISCUSSION:       

Chairman Tobias informed the committee that back in February 2001 at our county board retreat Mr. Paul Miller, County Planning Director, suggested the formation of a Regional Planning Commission.  We as a board were asked if we would be interested in forming a shared arrangement with the cities in DeKalb County regarding regional planning.  We as a board decided, yes, that we would like to do this.  Mr. Miller, DeKalb County Planning Director, has held one workshop in the City of DeKalb and that he thought it went very well. The next meeting will be held with the City of Sycamore this month. Ms. LaVigne stated that she felt that we also need to do the smaller towns too.  They may need it more than the bigger cities since they already have planning departments.  She feels that the smaller towns may really be struggling and that it would be a good thing to offer it to them.   

Before adjourning, Mr. Metzger, informed the committee members that the U.S. Secretary of Agriculture would be in Sandwich next Friday, July 27, 2001.  He was wondering if we would like to do a proclamation before the board meeting welcoming her to DeKalb County.  Mr. Metzger said that he would talk to Chairman Pritchard about it.

 

ADJOURNMENT

Moved by Mr. Dlabal, seconded by Mr. Barr, and it was carried unanimously to adjourn the meeting.
