Minutes of the
E-911 Board 


January 2, 2002


Board members present:
Chairman Polarek,  Bowman, Feithen, Hanson, Leoni, Riddle, and Suppeland. 

Guests Present: Sgt. Lisa Fredrickson, DeKalb County Sheriff's Police, Brent Tillman, DeKalb Police Department; Joan Berkes-Hanson, DeKalb County IMO; Glenna Johnson, Verizon; John Cremeans, Geo Comm. 

Also Present: Christine Johnson, DeKalb County Treasurer; Charles Kross, Coordinator 

Chairman Polarek called the meeting to order at 7:30 AM.

 

AGENDA

The Chairman asked for any amendments to the agenda. An amended agenda was sent to Board members via Internet, with the mapping demonstration included.

A motion to approve the agenda, was made by Feithen and seconded by Bowman. There was no discussion.  The motion passed. 

 

MINUTES

Kross noted that the vote on the approval of last month's bills indicated a unanimous "No" vote.  It should have indicated a unanimous "Yes" vote.  Additionally, A motion was made by Suppeland and seconded by Leoni to pay the Ogle County bill for the MDTs by DeKalb County Sheriff's Police for $3600.  A roll call vote was taken: Bowman  Y Feithen   Y Hanson Y  Leoni Y  Pettit  Y Riddle  Y  Suppeland  Y Polarek  Y.   The motion passed unanimously.  

A motion to approve the minutes of the December 5, 2001 meeting as amended was made by Suppeland and seconded by Hanson.  The motion passed. 

 

OLD BUSINESS:

¨      Treasurer’s Report:

1.      Treasurer Johnson noted that the Board has CD #81308 maturing on January 4, valued at $242,551.78.  A motion was made by Bowman and seconded by Riddle to reinvest the money in a new, 60 day CD.  A roll call vote was taken:  Bowman  Y  Feithen   Y   Hanson Y  Leoni Y Riddle  Y  Suppeland  Y  Polarek  Y .  The motion passed unanimously.  

2.      A motion to approve the Treasurer’s Report was made by Suppeland and seconded by Feithen.  The motion passed.

A motion to pay the bills was made by Riddle and seconded by Leoni.  A roll call vote was taken: Bowman  Y  Feithen   Y  Hanson Y  Leoni Y Riddle  Y  Suppeland  Y Polarek  Y.   The motion passed unanimously.

 

NEW BUSINESS

¨      Participating Agency Requests -

1.      Sycamore Police Department requested $1200 to purchase 2 MDTs from Ogle County.  A motion was made by Leoni to authorize and pay for the purchase.  Suppeland seconded the motion.  There was no discussion.  A roll call vote was taken: Bowman  Y  Feithen   Y   Hanson Y  Leoni Y Riddle  Y  Suppeland  Y  Polarek  Y.  The motion passed unanimously.  

2.      Waterman Fire Department requested to purchase 2 Minitor III pagers for $780.  Johnson reported that Waterman has $622.54 in their fund. 

A motion was made by Suppeland to authorize the purchase up to $622.54.  Riddle seconded the motion.  There was no discussion.  The motion passed unanimously.  

¨      PSAP Administrators' Report - Newly promoted Sgt. Lisa Fredrickson was introduced to the Board.  She is one of the two new Communications Supervisors at the DeKalb County Sheriff's Police. 

¨      Persons to be Heard from the Floor - No one.

¨      Coordinator’s Report -

1.      Kross presented to WETSA grants for 6/01/01 - 6/30/01  $14030.45,   for 7/1/01 - 7/31-01  $14083.87.  He said that they have evened out at a little more than $14,000 per month.

2.      Feithen reported that DeKalb Police Department  is planning to purchase a new recording/logging system.  Most seem to be in the area of $30,000.  He asked if County  or City purchasing  policies should apply.  The consensus was that because the City was doing the actual purchasing, their policies should apply, even if the ETSB reimburses the costs.

¨      Demonstration of Wireless Mapping Software - John Cremeans from GeoComm, demonstrated their mapping and AVL software.  A number of questions were asked about the system.  Glenna Johnson, Verizon, said that the existing hardware structure of  our system would support the GeoComm software.  GeoComm is one of two companies who have partnered with Verizon.  Glenna said she would supply some estimated costs for the March meeting.

 

ADJOURNMENT

   Suppeland moved to adjourn the meeting, and was seconded by Leoni.  The motion passed.   The meeting adjourned at 8:57 A.M.
