Minutes of the
E-911 Board 


June 5, 2002


Board members present:
Vice Chair Riddle, Bowman, Feithen, Hanson, Leoni, and Suppeland.
 

Guests Present: Sheriff Scott and Lt. Al Newby, DeKalb County Sheriff's Police, Brent Tillman, DeKalb Police Department; Jim Feyerherm, Starved Rock Communications. 

Also Present: Christine Johnson, DeKalb County Treasurer; Charles Kross, Coordinator 

Vice Chairman Riddle  called the meeting to order at 7:31 AM

 

AGENDA

The Vice-Chairman asked for any amendments to the agenda. Treasurer Johnson asked to add audit information to new business.  A motion to approve the agenda as amended, was made by Leoni and seconded by Hanson. There was no discussion.  The motion passed. 

 

MINUTES

Treasurer Johnson notified the Board that there was an error in the minutes of May 1.  In the New Business of the Fixed Asset Policy, the date the coordinator was required to have the inventory completed was November 30, not November 1.

 

A motion to approve the minutes of the May 1 meeting, as amended, was made by Suppeland and seconded by Hanson.  The motion passed. 

 

OLD BUSINESS:

Treasurer’s Report:

  1. The Treasurer reported that the money market was still better interest than CD's, so she did not move the money last month.  She recommended that the Board leave it in the money market for this month also.

  2. A motion to approve the Treasurer’s Report was made by Feithen and seconded by Bowman.  
    The motion passed. 
          

Bill Requests (not previously approved)

  1. DeKalb County Sheriff's Police Lt. Newby requested the purchase of the PowerPhone Crimes in Progress manuals for the Lock Box Responder bags.  Because the Lock Box issue was to be discussed later in the meeting, this request was deferred.

  2. Sycamore Police Department requested approval of the purchase of headsets @  $320.00

  3. Sycamore Police Department requested $92.50 for headset switches.

A motion to pay the bills was made by Suppeland and seconded by Leoni   .  A roll call vote was taken:  Bowman  Y  Feithen   YN  Hanson Y  Leoni Y Suppeland  Y  Riddle Y   The motion passed unanimously.

 

¨      Lock Box Manning - Bowman made a motion to pay for the lock-boxes being placed inside the fire stations.  Suppeland seconded.  DISCUSSION: Hanson asked what the costs were.  Newby said $56 per month with a one-time charge of $75.  Hanson reported that there were only a few reported manned outages.  Approximately $9,000 is a lot to spend for something that occurs only 2 to 3 times per year.  Feithen called the question.  The motion failed.  Riddle said he felt we need to find some alternatives, such as using dispatchers, Deputies, or volunteers.  Suppeland said that the Board needs to look at establishing some procedures.  Riddle said he thought that the people shouldn't have to sit for more than 1/2 hour.  Newby said that the Sheriff's office has a procedure.  Kross said he would get with Newby and try to draft a procedure.

 

¨       Phase II Mapping - Kross reported that he had a conference call with representatives from Verizon, Intrado, and Sprint PCS regarding Phase II.  Sprint reported that they would be testing the Phase I operation beginning in the middle of June, and continuing for a week or two as necessary.  The prime reason for the conference was to discuss the implementation of Phase II for Sprint.  They expect to have it up and running in DeKalb County before the end of this year.  In order to do so, DeKalb County has to be ready with a mapping solution.  We have seen two demonstrations, both of which partner with Verizon.  Kross said he would get into contact  with   Verizon to get costs from them on upgrading hardware, as well as discussing time-lines with microData GIS and Geo Comm.

¨      DeKalb County/Sycamore/Genoa Combined Communications- Feithen requested the Chairman table this discussion until next meeting.  The Chair tabled discussion until July 3.

NEW BUSINESS

¨      Participating Agency Requests -

1.      Sandwich Community Fire Protection District requests $8,833 to purchase 3 laptops, a PC, and 4 software licenses to put onboard mapping systems in the rest of their vehicles.  A similar request was approved a couple of years ago.  Sandwich Fire Protection District and Police Department have $12,772.31 in their split.  A motion was made by Feithen and seconded by Hanson to approve the request.  The motion passed unanimously.  

¨      PSAP Administrators' Report -  No Report 

¨      Persons to be Heard from the Floor -  No one 

¨      Coordinator’s Report.

1.      NENA Conference beginning June 16 through June 20 in Indianapolis.  Kross will be there.

 

ADJOURNMENT 

Feithen moved to adjourn the meeting, and was seconded by Bowman.  The motion passed.   The meeting adjourned at 8:37 A.M.
