meeting was held at the Conference Room East, 110 Sycamore St., Sycamore, IL.

Olson called the meeting to order at 10:05 AM

The Chairman asked for any amendments to the agenda.
There were none. A motion to
approve the agenda was made by Hanson
and seconded by Riddle. There
was no discussion. The motion passed.
MINUTES
A
motion to approve the minutes of the April 3, 2002 meeting was made by Leoni and
seconded by Feithen. The motion
passed.

Treasurer’s
Report:
1. Treasurer Johnson reported that the interest from CD's was again comparable to Money Market investments. She recommended that the Money Market investments be placed into CD's. Polarek made a motion to invest $781,940.73 from the Money Market fund, and $100,000 from the checking account, into a 30-day CD. Feithen seconded.

2. A

presented an amended policy, which included the requirement for the Coordinator
to ensure that a property inventory be completed by November 1 of each year.
A motion was made by Polarek
to adopt the Policy as presented at the May 3 meeting.

Report - Glenna Johnson
announced that she was retiring from Verizon June 1, and that this was her last
meeting with the DeKalb County ETSB. Chairman
Olson thanked her for her many years of help to the Board.
NEW
BUSINESS
¨
New
Rural Maps - Joan Berkes-Hanson
presented the new rural 911 maps prepared by the County Information Office.
¨
Combined
Communications - Hanson
presented a proposed resolution whereby the Board would endorse the DeKalb
County Government's plan for partial funding from the ETSB.
The Board would need to annually fund 2 components.
They are: 1) "An
amount of money equal to the salary, benefits, and expenses of a full-time,
mid-level Dispatcher and Sergeant (50% each) with the rationale being that a
full time fire dispatch console for 24 hours per day, 7 days per week requires 5
full-time personnel and the County property tax levy currently only covers 4
full-time fire dispatchers for the on e 24/7 fire console.", and
2) "An amount of money equal
to the salary, benefits, and expenses of one mid-level Sergeant with the
rationale being that a large percentage of the volume of increased dispatching
traffic into the Sheriff's Communication Center is the result of wireless 911
calls and that added staffing for that call volume is warranted."
The cost to the Board for DeKalb County Sheriff's Police to assume
dispatch services for
Sycamore Police Department and Fire Department and the Genoa/Kingston
Fire Protection
District would be $116,000 over and above the $53,000 currently being
paid for rural fire
dispatchers. Polarek said that the goal should be to eliminate PSAPs.
He wondered what kind of
savings could the Board anticipate. It was agreed that since most Board
members had not had an
opportunity to review the resolution and supporting data, a workshop
session should be held to
discuss the resolution and to determine specifically what the Board
should pay for. A meeting
was set for Wednesday, May 9, at 10:00 AM at the East Conference Room of
the County
Administrative Building.
