Minutes of the
Administrative Services Committee


March 6, 2002


The Administrative Services Committee of the DeKalb County Board met Wednesday, March 6, 2002, at 7:00 p.m. at the DeKalb County Government Administrative Building’s Conference Room East. Chairman Steimel called the meeting to order. Ms. Conway, Mr. Hoffman, Mr. Hutcheson, Mr. Morreale, Ms. Tobias, and Mr. Wilson were present. Ms. Leifheit and Mr. Pritchard were absent. Also present were Ms. Joan Berkes-Hanson, Mr. Ken Campbell, Mr. Gary Hanson, Mr. Greg Millburg, and Mr. Jim Scheffers.

APPROVAL OF MINUTES

Mr. Wilson moved, seconded by Mr. Morreale to accept the minutes of February 6, 2002. Motion carried unanimously by a voice vote.

APPROVAL OF AGENDA

Mr. Hoffman moved, seconded by Mr. Hutcheson, to approve the agenda. Motion carried unanimously by a voice vote.

 

CENTRAL PLANT QUARTERLY REPORT

Chairman Steimel welcomed everyone and invited Mr. Ken Campbell, Facilities Manager to address the committee. Mr. Campbell had prepared a visual PowerPoint multimedia presentation. A report of his department for the quarter was detailed for the committee.

          Mr. Wilson asked about the progress and utilization of the storage buildings. Mr. Campbell referred the question to Mr. Hanson who said they were making great progress. The Highway Facility stores court records. The old records were housed in sliding drawers and are in the process of converting them, putting them in storage boxes and making them more efficient to use. He stated the job will be complete by the end of summer. The Legislative Center will hold its current, frequently used records using the same storage systems as the Highway Facility and Health Facilities and will use the other two storage buildings for seldom used records.

        Chairman Steimel thanked Mr. Campbell and said he had done a very nice job and was impressed. He said that after seeing the evaluation results, the department seems to be moving in the right direction. Mr. Campbell took time to acknowledge Jim Scheffers, Maintenance Supervisor as being instrumental in the department and rewards his motivation of other staff members.

        Mr.  Morreale asked if there were duplications in services by departments. He asked if IMO (Information Management Office) should handle the phone systems, programming the phones, creating log-ons, voicemail operation, software functions etc as opposed to it being a facility function. Mr. Campbell answered that there is a lot of troubleshooting that goes on with the operation. The two departments have met and held meetings to discuss the continuity when employees start and end their working relationship with the County. The phone switch is complicated and his department needs access to the system. The problem he sees is that two people doing the same thing on a switch could create a bigger problem than it would help. Mr. Hanson agreed that it was a area to watch so as to not duplicate services and understood the division of software functions and hardware functions as an indicator. IMO currently trains users for email, internet and intranet, and the phone system’s voicemail. Mr. Campbell ended his presentation and invited the committee on a conducted tour of the Legislative Center.

Mr. Morreale moved, seconded by Ms. Conway to adjourn at 7:50 p.m. Motion carried unanimously by a voice vote. The meeting adjourned followed by the tour of the Legislative Center.
