Minutes of the

The Executive Committee of the DeKalb County Board met on Tuesday,
October 8, 2002 @ 7:00 p.m. at the Legislative Center’s Freedom Conference
Room. Chairman Robert Pritchard called the meeting to order.
Members present were Robert Hutcheson, Sue Leifheit, Roger Steimel, John
Wilson, and John Morreale. Mrs. Tobias arrived at 7:05p.m.
Others present were Ray Bockman, Gary Hanson, Dr. Conway, Veronica
Casella, Greg Millburg, Eileen Dubin and John Dlabal.
Moved by Mr. Hutcheson, seconded by Mr. Wilson, and it was carried
unanimously to accept the minutes of the September 10, 2002 meeting.
Chairman Pritchard recommended the following appointments:
South
Grove Cemetery District:
Eleanor Tindall
Henry Burgweger
Richard Tindall
All reappointments for a 3-year term, until 11/01/2005.
Housing
Authority of The County of DeKalb:
Donna Caul, reappointment for a term of 5-years, until 11/01/2007.
Moved
by Ms. Leifheit, seconded by Mr. Hutcheson, and it was carried unanimously to
approve the appointments as presented by Chairman Pritchard, and to forward them
onto the full board for approval.
APPROVAL
OF THE COUNTY BOARD AGENDA
Mr.
Bockman reviewed the county board agenda for the board meeting to be held on
October 16, 2002. He mentioned to
the committee that item #b. (Resolution #2002-74) under the Forest Preserve
Committee will be on the desks the night of the board meeting.
The Forest Preserve Committee is bringing the item up at their next
meeting the night before the board meeting.
Chairman Pritchard explained that Mr. Hannan, DeKalb County
Superintendent of Forest Preserves, has set aside land (40-acres) for perpetual
farming for the newly acquired forest preserve in Kirkland and that’s why we
have this resolution coming before us.
Moved by Mr. Wilson, seconded by Mr. Hutcheson, and it was carried
unanimously to accept the county board agenda as presented by Mr. Bockman.
GENERAL
DISCUSSION
Mrs. Tobias, Chairman of the Public Services Committee, stated that they
have invited the three legislators to their October committee meeting to see if
they can come up with ways we can move certain items on the legislative agenda
that have appeared on there for the last few years, through the system faster.
The final legislative agenda will not be ready to go out until January,
she further stated.
Mrs. Leifheit, Chairman of the Public Services Committee, stated that
they have two items coming from their committee in resolution form for the full
board’s approval. They are the
Annual Extension of the Board of Review, which is a housekeeping item.
The second item is the Senior Citizen Exemption Renewal.
She explained that the Assessments Office usually sends out renewal
notices to all seniors throughout the county each year, which they do not have
to by law. She further explained
that the Assessment’s Office can take this action and make it an automatically
renewed item. Their office normally
gets most of the notices back, however, there are always some that do not
respond to the notices. She said that Ms. Whitwell, Supervisor of Assessments,
said that there would not be a problem in knowing who the citizens are every
year that would need to be renewed. This
would save her money and staff time. Chairman Pritchard said that he believed it
would be a savings of $2,000.00 a year.
Mr. Wilson, Chairman of the Public Infrastructure and Development
Committee, explained the three resolutions that are coming from his committee.
One of those resolutions, the bikepath resolution, would be an agreement
with the City of DeKalb to create a new bikepath on the north side of Barber
Greene Road.
Mr. Hutcheson, Chairman of the Planning & Regulations Committee,
cautioned committee members to pay close attention to the item coming from his
committee this month. He stated
that there has been a legal objection filed on this item so there will need to
be a ¾ vote by the board.
Mr. Steimel, Chairman of the Administrative Services Committee, said that
they have gone through the budget process and that two appeals had been filed.
One appeal for the public defender’s department has been granted and
the other one from CASA was not. The
budget, if passed, will be put out to view for public inspection in October.
A discussion on the county’s insurance and how much the County needs to
budget for next year came up. Mr.
Bockman said that he believed that they would know something by early November.
They hope to have the worse case scenario already built into the budget,
he continued.
Mr.
Hutcheson asked if all labor contracts have opened up on insurance costs yet?
Mr. Bockman said the M.A.P. is currently open on everything and the nursing home
union contract will open up soon.
Ms.
Dubin asked if we are looking at other groups instead of self-insurance? Mr.
Bockman said that the county is looking at consumer-driven models, traditional
models, self-insured models, etc. We
are looking at everything, he said.
Mr. Morreale, Chairman of the Forest Preserve Committee, said that they
are working on the budget and will have a resolution to place the budget on file
for public inspection. He also said
that the farming license resolution will be placed on the tables that evening.
Chairman Pritchard said that there will be a hearing on the Wind Farm on
the 17th of October 2002 at the Health Department @ 7:00p.m.
He also said that the MPO had its first meeting of principals for
policy-making purposes. They are
waiting for Intergovernmental Agreements to be written.
They have decided on a 8-member policy body with the City of DeKalb
having 4 seats, and the County, City of Sycamore, N.I.U. and the State having
one seat each. Mr. Steimel asked if
Cortland had a seat? Chairman
Pritchard said no, that the MPO is set up with the census track and the density
of the population. He also said
that the City of DeKalb will house the MPO staffing.
Chairman Pritchard also announced that there will be a McHenry County
Meeting for protecting agricultural lands being hosted by McHenry County College
and the McHenry County Regional Planning Commission.
He said that Mr. Paul Miller, DeKalb County Planning and Zoning Director,
is one of the speakers. If anyone

Moved by Ms. Leifheit, seconded by Mr. Morreale, and it was voted
unanimously to adjourn the meeting.
