FOREST PRESERVE PROCEEDINGS

October 16, 2002

The DeKalb County Forest Preserve Commissioners met at the legislative Center on Wednesday, October 16, 2002. President Pritchard called the meeting to order and the Secretary called the roll. Those Commissioner present were Mrs. Allen, Mr. Barr, Mr. Brown, Mrs. Casella, Dr. Conway, Mr. Dlabal, Mrs. Dubin, Mr. Guehler, Mr. Haines, Mr. Hutcheson, Ms. LaVigne, Mrs. Leifheit, Mr. McLaughlin, Mr. Metzger, Mr. Morreale, Mr. Sands, Mr. Simonson, Mr. Smith, Mr. Steimel, Mrs. Tobias, Mr. Wilson and Mr. Pritchard. Those Commissioners absent were Mr. Hoffman and Mr. Lyle. Twenty-two Commissioners were present and two Commissioners were absent.

APPROVAL OF MINUTES

Motion

Mr. Haines moved to approve the Minutes of the September 18, 2002 meeting. Mr. Metzger seconded the motion.

Voice Vote

The President asked for a voice vote on the approval of the Minutes. All Commissioners present voted yea. Motion carried unanimously.

APPROVAL OF AGENDA

Motion

Mr. Dlabal moved to approve the agenda and Mrs. Tobias seconded the motion.

Voice Vote

The President asked for a voice vote on the approval of the Agenda. All Commissioners voted yea. Motion carried unanimously.

BUSINESS

Resolution R2002-73: Forest Preserve Tax Levy & Annual Appropriation for FY2003 Budget To Be Placed on File For Public Viewing

Motion

Mr. Morreale moved to accept a Resolution approving the Annual budget and Levy placed on file for the Public to view and that the budget will also be placed on file for public inspection in Sandwich, Genoa, the County Clerk’s Office and on the County’s Website. Mr. Simonson seconded the motion.

Voice Vote

The President asked for a voice vote on the Resolution. All Commissioners voted yea. Motion carried unanimously.

 

Resolution R2002-74: Farming License For Kirkland Property

Motion

Mr. Morreale moved to accept a Resolution by the DeKalb County Forest Preserve Commissioners, approving the farming license at the Kirkland Acquisition Site with a three year lease for $81.00 per acre. Mr. Haines seconded the motion.

Voice Vote

The President asked for a voice vote on the Resolution. All Commissioners voted yea. Motion carried unanimously.

Claims

Mr. Morreale moved to approve the current months Claims in the amount of $15,594.00 and Payroll & Emergency Claims pair from prior month in the amount of $22,668.10. Mr. Simonson seconded the motion.

Roll Call Vote

The President call for a roll call vote on the Claims. Those Commissioners voting yea were Mrs. Allen, Mr. Barr, Mr. Brown, Mrs. Casella, Dr. Conway, Mr. Dlabal, Mrs. Dubin, Mr. Guehler, Mr. Haines, Mr. Hutcheson, Ms. LaVigne, Mrs. Leifheit, Mr. McLaughlin, Mr. Metzger, Mr. Morreale, Mr. Sands, Mr. Simonson, Mr. Smith, Mr. Steimel, Mrs. Tobias, Mr. Wilson and Mr. Pritchard. All Commissioners voted yea. Motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

Superintendent’s Report

Terry Hannan gave an update on the Forest Preserve Capital Improvements and current year projects. He recognized the Forest Preserve staff for their outstanding work on a daily basis doing buildings and grounds maintenance. Special projects were:

- New roof on the lodge at MacQueen Forest Preserve

- New playground equipment installed at Chief Shabbona Forest Preserve

- New windows, cabinets, electrical up grades at the Natural Resource Center at Russell Woods

- Tree planting at Russell Woods entrance road and at Merritt Prairie forest/prairie/wetland management

- Gravel on Afton Road

- Summer storm clean-up at Chief Shabbona Forest Preserve

- Received Grants/Donations for acquisition of new 300 acre Forest Preserve adjacent to MacQueen Forest Preserve and partnership with IDNR with new State Park across Kishwaukee River

- Move Pierce Town Hall to Merritt Prairie (and rehab of the building)

Mr. Hutcheson moved to adjourn the meeting. Mr. Smith seconded the motion

Voice Vote

The President called for a voice vote on the motion to adjourn. All Commissioners present voted yea. Motion carried unanimously.
