meeting to order at 7:33 AM
AGENDA
The Chairman asked for any amendments to the
agenda. There were none.
A motion to approve the
agenda was made by Bowman and seconded by Leoni.
There was no discussion.
The motion passed.
MINUTES
The
Chairman asked for any changes or additions to the minutes. Hanson
referred to the subsection "Board Composition" in which Feithen
indicated the City of DeKalb would not be in favor of enlarging the number
of Board members. He suggested Feithen was more concerned with the
City maintaining the same proportion of DeKalb representatives within the
Board, rather than total number of Board members. Feithen agreed
with Hanson. The minutes will be corrected as such.
A motion to approve the
minutes of the December meeting, as amended, was made by Hanson and
seconded by Russell. The motion passed.

A motion to approve the Treasurer’s Report
was made by Bowman and seconded by Riddle.

DeKalb County Sheriff's Police requested approval to purchase a CAD
update for their system. Cost is $13,500. Riddle made a motion to
approve the purchase. Bowman seconded. The motion passed
unanimously.

Waterman Watertower/Fire
Radio
Feyerherm reported that the
building has been built. It does not yet have electricity. As soon as he
is able, Feyerherm will transfer the equipment and wiring.

Composition of ETSB Members
A
discussion was held on what recommendations should be made to the County
Board Chairman regarding the requirement of a County Board member on the
ETSB. Olson suggested that the County Board Chairman might discuss
it with the Sheriff and take it from one of the existing, Sheriff
recommended seats. He said he was not in favor of enlarging the Board.
Hanson
discussed the fairness of Genoa losing a position on the Board when they
decided to no longer have a PSAP. Should that apply to Sycamore, who will
soon not have a PSAP? Hanson suggested a couple of possible
scenarios, one being that a position be added for Genoa, and one for the
County Board member, or, two re-doing the makeup of the ETSB, perhaps by
adding other public service agencies, such as Public Health. He said that
the ETSB seemed to be heavily weighted with Police.
Feithen
said he felt that redoing the Board would be opening a can of worms. He
said the reason the Police were heavily represented was because of the much
higher volume of 911 calls handled by Police versus Fire and EMS.
Hanson
suggested that perhaps there should be someone from the Telecommunicators or
a computer person.
Russell
said that Public Health or other service providers would not be very helpful
because they are not emergency responders, nor do they really understand
emergency communications.
Feithen
said that ESDA is already represented by the County position.
Feithen made a motion to authorize the Chairman to send a letter to
the County Board Chairman, requesting he appoint a County Board member to
one of the two at-large positions, or the DeKalb County Sheriff's
position. Russell seconded. Bowman N Feithen Y Hanson N Leoni

NEW BUSINESS

Participating Agency
Requests - DeKalb County
Sheriff's Police requested to purchase a UPS for $4700. Russell made
a motion to approve the purchase. Feithen seconded. The motion
passed unanimously. The DeKalb County Sheriff's Police also sought approval
to use 3 channels of the multi-channel fire radio repeater. They would be
used for Police dispatch. Feyerherm said that it wouldn't cause any
problems for the fire radio. There was plenty of channel space available.
Leoni moved to approve the use. Feithen seconded. The motion
passed unanimously.

Persons to be Heard from
the Floor - Debbie Lilley,
Verizon, introduced Steve Gould, the sales engineer for our area.
Feyerherm reported that the spare radio equipment is stored in the
DeKalb County Sheriff's Police radio shack in Sycamore.

in the DeKalb Police Classroom
