Board members present:  Chairman Olson, Vice Chair Riddle, Bowman, Feithen, Hanson, Leoni, Pettit, and Rosemier.

Board members absent: Russell  Suppeland

Guests Present:
Lt. Al Newby, DeKalb County Sheriff's Police, Brent Tillman, DeKalb Police Department; Jim Feyerherm, Starved Rock Communications; Glenna Johnson, Geo-Comm.

Also Present:

Chairman Olson called the meeting to order at 7:30 AM

AGENDA
The Chairman asked for any amendments to the agenda. Kross asked to add a discussion of DeKalb County Sheriff's Police backup at DeKalb Police Department, and establish a Budget Committee for FY '04

            A motion to approve the agenda as amended, was made by Riddle and seconded by Hanson.  There was no discussion.  The motion passed.
 

MINUTES
            A motion to approve the minutes of the August 6 meeting was made Rosemier and seconded by Bowman.  The motion passed.

            A motion to pay the bills was made by Riddle and seconded by Rosemier.  Bowman Y    Feithen  Y  Hanson Y  Leoni Y  Pettit  Y  Rosemier  Y  Riddle Y Olson Y.   There was no discussion.  The motion passed unanimously.
 

¨      RFP - Kross reported that the RFP for mapping software has been sent out to three vendors who had expressed interest in bidding.  It was also advertised in the Daily Chronicle and Midweek.
 

§         Waterman tower – Feyerherm reported that the work has been done at the tower site and it is now operating from the new building.

 

NEW BUSINESS

§        
Back-up for DeKalb County Sheriff's Police  - Tillman discussed a problem DeKalb County Sheriff's Police recently had with a power outage.  It reiterated the need for backup for the Dispatch Centers.  DeKalb Police Department is currently unable to talk to rural Fire Departments.  He asked what is role of the ETSB would be in financing general fire/police dispatch?  Perhaps there needs to be a long-term goal.  Feithen said he thought DeKalb County Sheriff's Police was down for longer than 1 hour.  If the DeKalb Police Department basement goes out, there is no backup.  Olson said he felt the power backup responsibility lies with the local agency.  Bowman said he would like to see the extent of problem, and what it would cost to remedy.  Are there other options?  Feithen there is also a police side to the problem.  There are radios needed at minimum to backup to county system.  Russell we need to consider a countywide system.  Tillman said he would investigate further and come back to the Board in the future with requested information.

¨      Coordinator’s Report -

1.      The sunset provision for WETSA funds was signed by the Governor, which means the reimbursements will continue for 5 more years.

2.      Verizon will be doing a router upgrade - both software and hardware.  The target date is October 2.  The proceeding Tuesday CML will coordinate with all the PSAPs.  The planned down time will be 3 to 5 hours.  A Verizon employee will be at each PSAP.  A 7-digit line will take 911 calls during the outage.

3.      Verizon hopes to have a synchronized Atomic Clock Time of day on router in the next several months.  They hope to have field trials by end of year.  This would then allow agencies to synchronize this time with their other equipment to report the time more accurately.

4.      815 overlay - Verizon says the overlay will require 2 times the number of trunks we now have @ 2 times the cost.  This is based upon CML not being able to handle the switching.

5.      The WETSA reimbursements are not completely accurate when they are issued.  There are 32 wireless companies in Illinois.  Several of them have recently changed   their accounting systems and are behind in payments.  They are not required to pay for 45 days.

6.      New EMD rules - PSAP is to document each time EMD is used.

7.      Ogle CO will switch all of their Fire Departments to 154.34



ADJOURNMENT

Riddle moved to adjourn the meeting, and was seconded by Pettit.  The motion passed.   The meeting adjourned at 8:21 AM.
