Minutes of the
County Board Workshop


August 20, 2003


Chairman Pritchard called the Workshop to order at 4:00 p.m. and asked the clerk to call the roll. Those Members present were Mrs. Allen, Mrs. Dubin, Ms. Fauci, Ms. Fullerton, Ms. LaVigne, Mrs. Leifheit, Mr. MacMurdo, Mr. Osborne, Mr. Rosemier, Mr. Sands, Mr. Simonson, Mr. Slack, Mr. Steimel, Mrs. Tobias, Ms. Vary, Mr. Wiegand, Mr. Wilson and Chairman Pritchard. Those Members absent were Mr. Faivre, Mr. Gudmunson, Mr. Johnson, Mr. Lyle, Mr. Metzger and Mr. Van Buer. Eighteen Members were present and six Members were absent.

Several Members arrived a short time later ( Mr. Gudmunson, Mr. Metzger, Mr. Johnson and Mr. Faivre).

Chairman Pritchard made a few comments about the work the Ad Hoc Jail Study Committee had done for several months. He then asked Mrs. Leifheit to introduce the Committee Members present. She had each Member introduce themselves. Those present were Sheriff Scott, Ken Johnson - Public Defender, Ray Bockman - County Administrator, Lt. Joyce Klein, Ron Matekaitis - State’s Attorney, Bob Hutcheson, Ken Campbell - Facilities Manager, Jerry Thompson (from Malta), Gary Hanson - Deputy County Administrator, Linda Swenson (from Waterman) and Michael Haines (from Kingston).

Chairman Pritchard then introduced Mr. Leonard Witke or the Durrant Company who began the presentation of the study findings. He was joined by Mr. Mark Goldman, president of Mark Goldman & Associates. Together the two gentlemen explained the various charts and findings in a 43 page document. (A copy of this synopsis is on file in the office of the County Clerk).

Mr. Goldman spoke about working with the Ad Hoc Committee. Since January, they had collected data from various departments in the County and comparative information from other areas. They discussed alternatives to incarceration, demographics and profiles of the inmates. The Committee then added in the growth factor and projections as seen on page 18 of the study. All Trends indicate that the jail will become more and more over crowded.

Mr. Goldman and Mr. Witke then opened the floor to questions from the County Board Members. The questions, comments and discussion centered around alternatives to incarceration, funding for the proposed building, juvenile housing, projected need, population shifts and court procedures and sentencing. Chairman Pritchard adjourned the workshop at 6:00 p.m.
