The DeKalb County Forest Preserve Committee met
Wednesday, October 15, 2003 in the Liberty Room at the DeKalb County
Legislative Center, at 7:00 p.m. Chairman Mr. Metzger called the meeting
to order with Mrs. Fauci, Mr. Johnson, Mr. Lyle, Mr. Simonson and Mr.
Rosemier. Mr. Hannan and Mr. Milburg were also present.
APPROVAL OF MINUTES
Moved by Mr. Simonson, seconded by Mr. Lyle, and it was
carried unanimously with a voice vote to approve the minutes for
September.
APPROVAL OF AGENDA
Moved by Mr. Rosemier, seconded by Mr. Johnson, and it
was carried unanimously by voice vote to approve the agenda.
PUBLIC COMMENT
There was no comment from the public at this time.
FY 2004 BUDGET ON FILE
Moved by Mr. Rosemier, seconded Mrs. Fauci, and was
approved unanimously by a roll call vote, 7 members in approval, and no
opposition.
FY 2004 LEVY ORDINANCE
Moved by Mr. Simonson, seconded by Mr. Lyle, it was
carried unanimously to approve by voice vote.
FY 2004 APPROPRIATION ORDINANCE
Moved by Mr. Simonson, seconded by Mrs. Fauci, and it
was carried unanimously by voice vote.
FY 03 BUDGET AMENDMENT
Mr. Hannan explained that the FY 2003 Budget
Amendments would be completed by the November meeting showing the
balancing of accounts. He went on to explain that the year end billings
will not be complete until the November, effecting the line item
year-end balances.
TRUCK BIDS
Mr. Hannan read aloud the truck bids as received: Brad
Manning Ford $21,043.27, Sycamore Ford/ Mazda $21,015.00, Mike Mooney Chevy/
Olds Cadillac $23,963.13 (8 ft. box), Mike Mooney Chevy/ Olds Cadillac
$23,291.76 (6 ½ ft. box), Illinois State Bid $20,456.00. Mrs. Fauci inquired
if the title and license was included in these bids. Mr. Hannan replied that
the State bid was inclusive. Mrs. Fauci asked where the State acquired these
trucks. Mr. Hannan replied that these were to his best knowledge the
vehicles were purchased in volume from the truck plants. Mr. Johnson stated
that he conferred with Mr. Hanson, Deputy County Administrator, and reported
that the Committee isn’t locked into accepting the lowest bid. It is to the
Committee’s discretion which bid they accept. Mr. Lyle asked who maintains
the vehicles for the Forest Preserve District. Mr. Hannan responded the a
warranty is usually involved, and the District utilizes local dealers and
garages. Mrs. Fauci asked if the District would need to pick up the truck.
Mr. Rosemier responded that the truck would be delivered. Mr. Gudmunson
asked if the truck was 2 or 4 wheel drive. Mr. Hannan responded that it was
a 4 wheel drive. Moved by Mr. Simonson, seconded by Mr. Rosemier, it was
carried unanimously by roll call vote to accept the State bid. 7
members voted in approval, 0 were opposed.
Mrs. Fauci asked Mr. Hannan if the Forest Preserve
District had received the Greenways and Trails grant money. Mr. Hannan
stated that in fact we did receive this grant money. Mr. Hannan stated that
this item would appear on the November agenda for further discussion.
Mr. Metzger thanked Mr. Hannan for a successful
dedication ceremony for Potawatomi Woods Forest Preserve. He stated that the
turnout was great and the weather was beautiful. Mr. Metzger noted that a
representative of the Potawatomi Tribe Council was present to say a few
dedication words and to thank the County for honoring the Potawatomi name.
Mr. Metzger thanked Mr. Hannan and forest preserve staff for an outstanding
job for all of their efforts at Potawatomi Woods.
Mr. Hannan stated that the November agenda will also
include a minute taking procedure discussion.

Moved by Mr. Lyle, seconded by Mr. Johnson, it was
carried unanimously by voice vote to adjourn the meeting.
