Forest Preserve Committee


February 17, 2004


The DeKalb County Forest Preserve Committee met Tuesday, February 17, 2004 in the East Conference Room at the DeKalb County Administrative Building, at 6:00 p.m. Mr. Rosemier called the meeting to order with Mrs. Fauci, Mr. Gudmunson and Mr. Lyle present. Mr. Hannan, Mr. Milburg, Mr. Beissel and five Northern Illinois students were also present.

 

APPROVAL OF MINUTES

Moved by Mrs. Fauci, seconded by Mr. Gudmunson, and it was carried unanimously with a voice vote to approve the minutes for January.

 

APPROVAL OF AGENDA

Moved by Mrs. Fauci, seconded by Mr. Gudmunson, and it was carried unanimously by voice vote to approve the agenda.

PUBLIC COMMENT

Mr. Hannan introduced Mr. Thomas Beissel, Wildlife Biologist from the Illinois Department of Natural Resources.

Mr. Hannan welcomed five Northern Illinois University doctorate students from a Qualitative Methodology course seeking to observe a governmental meeting for their Political Science requirements.

Mr. Rosemier thanked the guests for coming.

Mr. Johnson arrived at 6:05 p.m.

CHRONIC WASTING DISEASE DISCUSSION

Mr. Beissel gave a powerpoint presentation and an explanation of Chronic Wasting Disease to the Committee. (See attached for information)

Moved by Mr. Gudmunson, seconded by Mrs. Fauci, the vote was carried by unanimous voice vote to support the Potawatomi Woods Chronic Wasting shooting by the IDNR.

 

FY 2004 PROJECTS/ MAINTENANCE AND NATURAL RESOURCE MANAGEMENT

Mr. Hannan stated that he was working of applying for an OSLAD grant for developmental improvement funding at Potawatomi Woods. The following grants and donations can be used as 50% match dollars for the OSLAD grant.

Mr. Hannan explained that the DeKalb/ Sycamore Sunrise Rotary Club is raising $25,000 to $30,000 in funds for improvements to Potawatomi Woods for shelters, trails and play equipment.

Mr. Hannan stated that there is a private donor that is interested in a confidential $25,000 donation for handicapped accessible trails and a wildlife/ nature observation deck.

Mr. Hannan stated that the Prairie Band Potawatomi Tribe has shown an interest in donating $25,000 to development at Potawatomi Woods for a Native American history project.

Mr. Hannan added that a DeKalb County Community Foundation grant for $10,000 has been applied for with the help of the DeKalb County Greenways and Trails Coalition for trail bridges.

Mr. Hannan added that these funds could be matched through the OSLAD grant and he will apply for this grant in June. These grant funds, if approved, would be used in 2005-2006.

Mr. Hannan described past volunteer events and stated that there would be several dates to choose from in March and April. He added that these dates will be posted on the DeKalb County website.

Mr. Hannan stated that there are currently four Eagle Scout projects underway in the forest preserves. There is a forest trail at Potawatomi Woods leading to MacQueen Forest Preserve, a split rail fence at MacQueen Forest Preserve parking lot and a new information board at MacQueen Forest Preserve. There is also a split rail fence project around the Merritt Prairie parking lot and brush clearing and prairie flower planting at P.A. Nehring Forest Preserve.

DEKALB COUNTY GREENWAYS AND TRAILS UPDATE

Mrs. Fauci stated that on Thursday, February 27th there would be a presentation for the Greenways and Trails. Mrs. Fauci stated that Senator Brad Burzynski was planning to attend the meeting. She also added that Ann Friewald, Greenways and Trails Planner, from Scheiber, Anderson & Associates would be in attendance to speak.

 

GENERAL DISCUSSION

 

Mr. Johnson stated that the Governor is looking to have high school students in Illinois perform 40 hours of community service. He stated that this would benefit the Forest Preserve District. Mr. Hannan agreed.

Mr. Hannan stated that there are two suburban astronomy clubs that frequent the forest preserves once a month or more for their meetings and viewing of the night skies.

Mr. Hannan stated that the forest preserve staff has been burying electrical lines, replacing roofs where needed and other projects preparing for the spring season.

Moved by Mr. Gudmunson, seconded by Mr. Rosemeir, it was carried unanimously by voice vote to adjourn the meeting.
