The DeKalb Count Forest Preserve District
Committee met Tuesday, October 19, 2004 at Sannauk Forest Preserve, at 6:00
p.m. Mr. Metzger called the meeting to order with Mrs. DeFauw, Mrs. Fauci
and Mr. Gudmunson in attendance. Mr. Hannan was also in attendance.
APPROVAL OF MINUTES
Moved by Mr.
Gudmunson,
seconded by Mrs. DeFauw, the minutes were approved. All members were in
favor, motion carried unanimously.
APPROVAL OF AGENDA
Moved by Mrs. Fauci,
seconded by Mr. Gudmunson, it was carried unanimously to approve the agenda
for the meeting.
FY 2005 APPROPRIATION
ORDINANCE
Mr.
Hannan stated that the Forest Preserve Committee had reviewed the FY ’05
appropriation ordinance and levy and in October they would need to approve
this to be placed before the Forest Preserve Commissioners in November.
Moved by Mrs. Fauci, seconded by Mr.
Gudmunson, it was approved unanimously by role call vote to recommend to
approval of the FY ’05 appropriation ordinance to the Forest Preserve
Commissioners. Four members voted yea, no member opposed.
Mrs. DeFauw asked what
PHO Liability was. Mr. Hannan explained that this was personnel reserve
money to cover costs if FP staff would decide to leave employment and this
money would cover their remaining PHO’s.
FY 2005 LEVY ORDINANCE
Mr.
Hannan explained that the Levy comes from DeKalb County Property Tax money
collected each year. He added that other revenue comes into the District
through grants, shelter/camping rental fees, farming licenses, interest,
Natural Resource Center fees, and donations.
Moved by Mr. Gudmunson, seconded by Mrs.
Fauci, it was carried unanimously to pass the Levy Ordinance to the Forest
Preserve Commissioners in November.
FY 2004 YEAR END BUDGET
AMENDMENTS
Mr.
Hannan explained that some of the line items go over the budget and some
under budget amounts each year. He explained that each year he prepares the
budget transfer/amendments in November to best balance the budget for audit
and have it approved by the Committee. He added that in November he will
have more accurate balances, as balances owed for services are still being
paid out of this fiscal year. Mr. Hannan reviewed the fund balances for
Capital Contractual Services and Commodities and Services. Mr. Hannan
reported the final figures for the amendments approved by the Forest
Preserve Committee in November will be placed on the desks of the Forest
Preserve Commissioners at the November County Board meeting.
Mr. Metzger asked if
there was an emergency fund if case a building such as the Natural Resource
Center burns down. Mr. Hannan stated that the Forest Preserve District has
insured the following: Afton House and Barn, McQueen Lodge and House,
Natural Resource Center at Russell Woods, and the maintenance barn at
Potawatomi Woods.
Mr. Metzger stated
that it would be appropriate to place the year end budget transfer on the
table in November so that the numbers could be the most accurate. Mr. Hannan
stated he saw no problem with this as long as the Executive Committee is
aware of the situation.
GENERAL DISCUSSION
Mr. Metzger stated
that next month they would discuss memorials for Paul Nolan and Cliff
Simonson and signage from the Highway Department.
Mr. Hannan stated that
the “Notice of Truth in Taxation” would be published in the local paper, as
is done every year.
Mr. Hannan stated that
the Greenways and Trails plan is near completion. He added that in February
or March the final plan would be ready to present, as local park districts,
county board members, citizen’s etc. would be consulted as well.
Mr. Hannan added that
FP staff has had many compliments from users this past Summer on beautiful,
well maintained Forest Prerserve’s and trails. Staff is now busy wood
splitting for winter shelter use and getting ready for the winter
season.(see attached montly reports).
Mrs. Fauci circulated
Greenways and Trail Plan minutes and attachments. She also inquired to when
the next volunteer event would be. Mr. Hannan stated not until spring.

Fauci, it was unanimous to adjourn the meeting.
