The Public Policy Committee of the DeKalb County Board met on Thursday, October 7, 2004, at 6:30p.m. at the Legislative Center’s Liberty Room. Chairman Ruth Anne Tobias called the meeting to order. Members present were Mr. Osborne, Mr. Wiegand, Ms. Vary and Ms. LaVigne. Mr. Sands was absent. Others present were Ray Bockman and Greg Millburg. APPROVAL OF THE MINUTESMs. Vary wanted to amend the minutes to reflect that in the 7th paragraph it should read, “Ms. Vary said….”
Moved by Ms. Vary, seconded by Mr. Wiegand, and it was carried unanimously to approve the amended minutes from September 2004. APPROVAL OF THE AGENDAMoved by Mr. Wiegand, seconded by Ms. LaVigne, and it was carried unanimously to approve the agenda as presented.
LEGISLATIVE AGENDA DISCUSSIONChairman Tobias presented the List for prioritizing (see list attached) items for the upcoming 2004/2005 Legislative Agenda. The committed reviewed each item and agreed to keep them all on the list and gather more information where needed. They agreed that item #12 – Seek Support for County Home Rule Status needs to be discussed more. They discussed the fact that they need to look into forming a panel for this purpose probably at the beginning of the new year (2005).
The committee agreed that they would begin the process of prioritizing and eliminating items at their next meeting. They will bring the items as a resolution to the full board either in December or January.
PRESENTATION ON INDUSTRIAL HEMP RESEARCH PROPOSALChairman Tobias presented the industrial hemp resolution being requested to forward to the board for consideration by County Board Members Julia Fauci and Steve Faivre. This subject was discussed at the last meeting, said Chairman Tobias. Mr. Wiegand said that he would support the resolution as it is written and is broader than what the committee discussed last month – it is a good idea.
Ms. LaVigne said that she wanted to make clear that this is just asking the State Legislature to be considered? Chairman Tobias said yes. Mr. Bockman said that possibly item #6 is unnecessary. Mr. Osborne said maybe we should just amend the paragraph to state “…..was passed on both houses of the Illinois State Legislature in 1002 with near unanimous support” only and cut “..only to be vetoed by then Governor Ryan…….”
Moved by Mr. Wiegand, seconded by Ms. Vary, and it was carried unanimously to forward the resolution along with the amendment to the full board for consideration. ADJOURNMENTMoved by Ms. Vary, seconded by Mr. Wiegand, and it was carried unanimously to adjourn the meeting.
