Public Services Committee

The Public Services Committee of the DeKalb County Board met on Monday, December 13, 2004, @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Marlene Allen called the meeting to order.  Members present were Eileen Dubin, Eric Johnson, Steve Faivre, Julia Fullerton, Richard Osborne and Robert Rosemier.  Ms. LaVigne and Ms. Leifheit were absent.  Others present were Margi Gilmour, Ken Johnson and Joy Gullota.

 

APPROVAL OF THE MINUTES

          Moved by Mr. Johnson, seconded by Ms. Dubin, and it was carried unanimously to approve the November 1, 2004 minutes.

 

APPROVAL OF THE AGENDA

          Chairman Allen said that she needed to include the Annual Request for the MS150 Bike Tour Resolution as item #6a. on the agenda.

 

          Moved by Ms. Fullerton, seconded by Mr. Johnson, and it was carried unanimously to approve the amended agenda.

 

PUBLIC DEFENDER’S REPORT

          Mr. Ken Johnson, DeKalb County’s Public Defender, thanked the committee for the past two years of support for his office and his budget requests.  He said that he would be interviewing for the new position that was approved in the budget process for 2005.  He said that he is getting a lot of responses from the local community, which is great.

 

          He said that in his report it reflects the regular caseload of the past few months and that the felony caseload is roughly the same.  He has seen an increase in serious cases over the last several months.  Because of these types of cases it takes his staff a longer amount of time to handle them.  He also said that the misdemeanor and traffic caseloads are on the upswing too.

 

          Mr. Rosemier asked Mr. Johnson if the criminal sexual assault cases were seasonal, that is, when N.I.U. students are in school?  Mr. Johnson, said not really and that he doesn’t think that it has anything to do with N.I.U.  It is mainly family, boyfriend/girlfriend situations that are involved.

 

          Mr. Eric Johnson asked Mr. Ken Johnson what does “Other” mean in his report?  Mr. Ken Johnson said that it means that someone who was prosecuted a while ago has something that now comes to light on the case, like new evidence, and the case is revisited. In this case included in his report, his office is revisiting a murder case.

 

COURT SERVICES REPORT

          Ms.Margi Gilmour, DeKalb County Court Services Director, said that the October Adult Court Services Report, reflects a slight increase in their numbers, which are slowly starting to “creep” up.  The CRS hours continue to be strong, but now with the winter months, they will see the numbers begin to rise.

 

          Ms. Gilmour updated the committee on the vacancy issue in her department where she was waiting to hear from the State if the funding mechanism for that position would be available.  She just heard from the State that, yes, the funding would be okay. 

 

          She also commented that one of her juvenile officers is resigning and going to Kane County as a supervisor.  She will need to fill this position now.

 

          The Juvenile Report reflects that there are two females in residential placement.  They have 10 admissions for this month.  Of those 10, 2 were for the second time, 1 for the 1st time, 6 for the 2nd time, 1 for the 3rd time, 1 for the 5th time and 1 for the 6th time. 

 

          The Intergovernmental Agreement with Kane County shows that they  still have $161,000.00 remaining in that fund.  Ms. Gilmour will be doing a report for the committee for 2004 and she will be making a projection for how long that money will last.

 

COOPERATION EXTENSION UPDATE

Ms. Joy Gullota, Director of the Cooperative Extension Office in DeKalb County, briefly updated the committee on what their office has been doing over the last six months.  Before beginning her report, Ms. Gullota wished the board members the best for the next few years and to enjoy their tenure on the board.

 

          She explained that the Cooperative Extension Offices were created by legislation in 1912.  The legislation required that all land grant institutions to be the base for the program, therefore, that is why the University of Illinois was chosen as the base for the State of Illinois.  She also explained that they have offices in every county in the state.  Most counties help to fund the Cooperative Extension Offices.

 

          She then explained the Educating Youth in the County program.  This includes the 4H Program, which involved children from 8 to 19 years old in traditional projects.  The “Cloverbuds” program is for children from ages 5 – 8 years old.  The Family Nutrition program could not exist without the extension office and the Master’s Gardner program is a large part of what they do, too. 

 

          She informed the committee that the revenues generated from her office were $173,000.00 and that the State of Illinois usually matches all of those local dollars.  This year she has a budget of $346,000.00 plus $36,000.00 from non-matching funds from 4H programs, which totals $382,000.00 for FY2004.

 

          They are going to be offering an Equine Workshop this coming year.  It is the first time that this will be offered with Kishwaukee College.

 

The committee thanked Ms. Gullota for her informative report.

 

MS150 BIKE TOUR ANNUAL REQUEST

          Chairman Allen explained to the committee that the resolution before them this evening is an annual request from the MS150 Bike Tour.  This is their third year requesting our Sheriff’s Department to help with the traffic flow for this event, she explained.

         

          Moved by Mr. Johnson, seconded by Mr. Faivre, and it was carried unanimously to forward this resolution to the full board for approval.

 

ADJOURNMENT

          Moved by Ms. Fullerton, seconded by Mr. Johnson, and it was carried unanimously to adjourn the meeting.
