CALL TO ORDER Chairman Olson called the meeting to order at 7:39 AM
ROLL CALL Board members present: Chairman Olson, Feithen, Hanson, Leoni, Pettit, Riddle, Russell, Rosemier. Board members absent: Bowman and Suppeland Guests Present: Lt. Al Newby, DeKalb County Sheriff's Police; Brent Tillman, DeKalb Police Department; Jim Feyerherm, Starved Rock Communications; Glenna Johnson, Geo-Comm, Jim Tollakson, Verizon. Also Present: Christine Johnson, DeKalb County Treasurer; Charles Kross, Coordinator
AGENDA The Chairman asked for any amendments to the agenda. A motion to approve the agenda as amended was made by Riddle and seconded by Leoni. There was no discussion. The motion passed.
MINUTES A motion to approve the minutes of the March 2, 2004 meeting was made by Riddle and seconded by Leoni. The motion passed.
OLD BUSINESS: ¨ Treasurer’s Report: Treasurer Johnson presented the March financial report. A motion to approve the Treasurer’s Report was made by Russell, and seconded by Rosemier. There was no discussion. ¨ Keslinger Road Tower Report Feyerherm reported that the county has not yet given the okay to go ahead. Newby reported that it was merely a matter of red tape and that the approval should be issued very soon.
¨ Other Fire Radio Reports 1. Genoa – the new parabolic antenna has been mounted on the top of the water tower and is working very well. 2. Fire Department Printers – report next meeting.
NEW BUSINESS · Discussion of funding County Fire Dispatch Chairman Olson opened the discussion by stating that some of the Board members feel that it may be the responsibility of the ETSB to discuss the funding of Countywide Fire Dispatch with the local Fire Districts. The feeling is that more of the burden of Fire Dispatch should be funded at the local level, rather than expecting the County and ETSB to fund it. Many of the Districts are already receiving funding from the ETSB for equipment. In some cases more than the community provides through the ETSB surcharge. The result is that some feel that the larger communities are subsidizing the smaller communities, who are not paying their fair share. Especially considering that the ETSB wireline count continues to go down. Russell said that most of the Fire Protection Districts’ budgets are on a fiscal year beginning May 1. Their budgets are predicated on property tax, which is under a cap. He suggested that an increase in the ETSB surcharge might be in order. Rosemier said that the Board should have a better idea of how much money is involved and what is needed. Feithen suggested that the Board should determine how much Fire Dispatch costs and how it is funded. Olson appointed Hanson, Newby, and Tillman to a committee to determine the costs of the entire county dispatch system and report to the Board.
