CALL TO ORDER

Chairman Olson called the meeting to order at 7:34 AM

Board members present:

Chairman Olson, Bowman, Hanson, Leoni, Pettit, Riddle, Rosemier, and Suppeland.

 

Board members absent: Feithen, Russell

AGENDA

The Chairman asked for any amendments to the agenda. A motion to approve the agenda as amended was made by Rosemier and seconded by RiddleThere was no discussion.  The motion passed. 

 

MINUTES

Hanson said that last month’s minutes showed him as being present, which he wasn’t.  A motion to approve the minutes of the April 6, 2005 meeting as amended was made by Rosemier and seconded by Leoni.  The motion passed.

¨      Keslinger Road Tower

Jim Feyerherm reported that they were ready to install the equipment, when Spectrasite informed him that there was not a radio license for the site.  He will investigate and report to the Board.

 

¨      Other Fire Radio reports

Feyerherm reported that everything appeared to be working properly.

 

¨      Discussion of Funding County Fire Dispatch

Hanson presented a 5-year plan chart based upon Fire District population. The chart shows what the percentage of the Rural county population is each rural Fire Protection District.  It then breaks down the individual Fire Department cost, based upon that percentage, for dispatch services.  Because it would be a fairly large amount for most of the districts, a 5-year implementation schedule was included. 

 

Bowman asked why the Board was doing this when it has close to $1,000,000 in the bank.  He said it was a step backwards.  Olson said that it was discussed while preparing this year’s budget and decided to take a look at alternative funding for Dispatching.  The Board was looking at options.  Some of the current funding sources are being reduced, e.g., wirelines in county at $.84 versus Wireless at $.40.  Additionally currently VoIP will offer no income.  Rosemier asked if, based upon the Hanson chart, the individual Fire Protection District’s would be paying for their dispatch services. He said they would. 

 

 

Riddle said that Sycamore Fire Department’s costs are 4 – 5 times the highest.  They pay approximately $500,000 to the DeKalb County Sheriff's Police for dispatching services.  Hanson said that DeKalb County was not pushing to have the individual departments pay for these services.  He said that the County Board sees this situation as a partnership with the ETSB.  Each is supplying a portion of the services. 

 

Olson asked Bowman if his disagreement was a monetary issue or a conceptual issue.  Bowman said that it was primarily a conceptual issue.  When 911 was just beginning, the rural departments went to the people and encouraged them to support the referendum.  There previously were disagreements over disbursements, but recently that has abated.  What has changed?  Olson said that the Board needs to start to do some future planning.  All of the towns are growing.  The income will not grow at the same rate.

 

Suppeland said that this issue has been discussed many times.  Sandwich Fire Department pays KenCom for this service.  He agreed with Bowman that the Board should continue to pay, until it gets to the point that they can no longer afford to.  Riddle said that it was discussed at budget time and that the Board needs to start looking at alternatives - possibly an increase in the surcharge.  Rosemier said that raising the surcharge wouldn’t change the proportions.  Hanson said that this should be discussed more next month when Chiefs Feithen and Russell would be present.

 

¨      Update Report on Mapping

Sheila Santos of the DeKalb County IMO reported on the status of the MicroData mapping system.  She presented a comparison of the progress since October.  One of the primary issues is that the ESZ layer needs to be updated by the City of DeKalb.  Sandy said that he has been working on it and that it is close to being done.  Another issue is that the cell tower face is still not being displayed on incoming Phase 1 calls.

 

Kross reported that while the system software and hardware are working as expected, the more important functions are not.  He said that it was primarily because he failed to send the necessary data to the wireless companies.  That is the reason that the Phase I portion does not shade in the area of a wireless call.  He will devote immediate attention to this problem. 

 

NEW BUSINESS

 

¨      Participating Agency Requests

Sycamore Fire Department requested to buy some miscellaneous equipment, eg.: portable batteries, chargers, antennas, etc., for approximately $500.  Bowman moved to approve the purchases.  Rosemier seconded the motion.   There was no further discussion. The motion passed unanimously.

¨      PSAP Administrators' Report – No report.

 

 

¨      Persons to be Heard from the Floor

1.      Tim Hughes and Buck Hodge of AT Cyber Systems, Genoa, addressed the Board and explained that thew would have a VoIP offering on the local market very soon.  They were encouraged to collect the wire line surcharge for the ETSB, even though it is not required. 

 

2.      Hanson asked where we were with removing the Fire Department printers.  Kross said that Russell and Riddle were going to discuss this at the next County Fire meeting and get a better idea of what departments would like to do.  Bowman said that Somonauk wanted to keep using theirs, but Waterman did not.  Hanson said that it would save approximately $300 per year per department if they were removed.  Olson said he was asked if the departments had to buy pagers with their $1200.  Couldn’t they use it for radios?  A motion was made by Hanson that the Fire Departments be allowed to use the yearly $1200 for the purchase of pagers or radios.  Rosemier seconded. The motion passed unanimously.

ADJOURNMENT

 

Suppeland moved to adjourn the meeting, and was seconded by Leoni.  The motion passed.   The meeting adjourned at 8:58 A.M.
