The Law and Justice Committee of the DeKalb County Board met on Monday, September 12, 2005 @ 6:30p.m. in the DeKalb County Administration Building’s Conference Room East. Chairman Sue Leifheit called the meeting to order. Members present were Rich Osborne, Pat LaVigne, Anita Turner, Eric Johnson, Roger Steimel and Pat Vary. Others present were Gary Hanson, Greg Millburg, Sheriff Scott and Margi Gilmour.
APPROVAL OF THE MINUTESMoved by Mr. Johnson, seconded by Ms. LaVigne, and it was carried unanimously to approve the minutes from the August 2005 meeting.
APPROVAL OF THE AGENDAMoved by Mr. Steimel, seconded by Ms. Turner, and it was carried unanimously to approve the agenda.
PUBLIC DEFENDER’S REPORTMr. Ken Johnson, DeKalb County Public Defender, was absent due to a meeting outside the office. Chairman Leifheit said that if anyone has any questions regarding his report to please call him at his office or ask him at next month’s committee meeting.
COURT SERVICES MONTHLY REPORTMs. Margi Gilmour, Director of the Court Services Department, briefly reviewed her monthly report. She says that her numbers remain consistent with her adult report. The CRS hours showed more hours ordered than completed.
In her juvenile report, there were 12 detentions, of which there were none more than once. There were 6 for the 1st time, 3 for the 2nd, 1 was for the 5th time, 1 was for the 9th time and 1 was for the 12th time.
She received a fully executed copy of the Intergovernmental Agreement (IGA) with Kane County and our county regarding the Juvenile Detention Center. The current IGA figure shows that $113,000 still remains in the fund. She hopes that it will last through the year 2006.
SHERIFF’S JAIL REPORTSheriff Scott presented his monthly Jail Report to the committee. He said that the average daily population in the jail in August was 92 inmates. Currently, as of this morning there were 89 inmates in the jail. He said that they spent $11,200.00 to house inmates outside of the county jail in the month of August, which brings the total to $67,150.00 dollars that have already been spent.
BUDGET DISCUSSION AND APPEALSMr. Gary Hanson briefly explained to the committee the budget items that pertain to the Law and Justice Committee from the Administrative Recommendations. He said that the budget is balanced and that it does comply with the tax cap.
Mr. Steimel asked if the matching funds for the Veteran’s Commission Office would be from the Federal Government? Mr. Hanson said yes.
Mr. Hanson reminded the committee that the department heads and the county board members have until September 22, 2005 to file appeals.
