A meeting of the Highway Committee of the DeKalb County Board met on Wednesday August 16, 2006 at 7:00pm in the Freedom Room of the DeKalb County Legislative Center, Sycamore, Illinois.  

Chair LaVigne called the meeting to order at 7:10pm.  Committee members present were, Vice-Chair Faivre, Mr. Anderson, Ms. Fauci, Mr. Gudmunson, Mr. Osborne and Mr. Whelan.   Also present were County Engineer William Lorence and Wayne Davey, Highway Department Support Services Manager. 

APPROVAL OF MINUTES:

Motion made by Mr. Osborne and seconded by Vice-Chair Faivre to approve the minutes of the regular July 6, 2006 meeting and those of the special July 19, 2006 meeting.  The motion to approve both sets of minutes carried unanimously.

APPROVAL OF AGENDA:

Motion made by Vice-Chair Faivre to approve the agenda and Mr. Anderson seconded this motion.  The motion carried unanimously to approve the agenda as presented.    

PUBLIC COMMENT:   None

AWARD RESOLUTION FOR TWO PICK-UP TRUCKS: 

Mr. Lorence presented the bid tab for review by Committee members for the letting held on August 4, 2006 at the Highway Department.  The letting was held to receive bids for two pick-up trucks scheduled for replacement.  Only one bid was received for each vehicle.  The low bid meeting specifications for a new ½ ton 4x4, extended cab, short box was for $21,253.51.  The low bid meeting specifications for a new ¾ ton 4x4, extended cab long box was for $25,063.69.  Mike Mooney, Inc. from DeKalb, Illinois was the sole bidder and Mr. Lorence recommended that the Committee recommend award to the full County Board to Mike Mooney, Inc. 

A motion was made by Ms. Fauci and seconded by Mr. Osborne to forward the proposed resolution to the full County Board recommending approval.  The motion carried unanimously.

CHAIR’S COMMENTS:  None

COUNTY ENGINEER’S COMMENTS: 

Mr. Lorence presented the Transportation Improvement Progress Report to the Committee for their review.  Highlights included the start of the Peace Road widening project, land acquisition for widening of the shoulders on Glidden Road from Illinois Route 64 north to Base Line Road and Suydam Road Bridge.  Right-of-way acquisition has also begun for the extension of Bethany, south from Twombly to Illinois Route 38. 

Mr. Lorence presented the proposed Highway Department 2007 Budget to the Committee for their information.

ADJOURNMENT:

Chair LaVigne inquired if there was anything else that needed to be brought before the Committee and hearing none asked for a motion to adjourn.  A motion was made by Mr. Whelan to adjourn and this motion was seconded by Mr. Osborne.  The motion passed unanimously and the August 16, 2006 meeting was adjourned at 7:27p.m.
