The Law and Justice Committee of the DeKalb
County Board met on Monday, January 9, 2006 @ 6:30p.m. in the DeKalb County
Administration Building’s Conference Room East. Chairman Sue Leifheit
called the meeting to order. Members present were Anita Turner, Roger
Steimel, and Pat LaVigne. Eric Johnson, Pat Vary and Rich Osborne were
absent. Others present were Margi Gilmour, Ray Bockman and Greg Millburg.
APPROVAL OF THE MINUTES
Moved by Mr. Steimel,
seconded by Ms. LaVigne, and it was carried unanimously to approve the
minutes from December 2005.
APPROVAL OF THE AGENDA
Moved by Ms. Turner, seconded
by Ms. LaVigne, and it was carried unanimously to approve the agenda as
presented.
ORDINANCE FOR CHILD SUPPORT FEE
Mr. Bockman, DeKalb County
Administrator, explained to the committee that it appears that we do not
have an original ordinance to authorize the collection of the administrative
fee by the Circuit Clerk’s Department. This fee is an annual one for the
Circuit Clerk’s Office to collect up to $36 from the person making the child
support payments for the purpose of maintaining the child support records
and processing support orders.
Moved by Ms. LaVigne,
seconded by Ms. Turner, and it was carried unanimously to forward the
Ordinance to the full board for approval.
PUBLIC
DEFENDER’S REPORT
Mr. Ken Johnson, DeKalb County Public
Defender, was not able to make the meeting this evening due to a prior
engagement, said Chairman Leifheit. If the committee should have any
questions for him regarding his report, they are to contact Mr. Johnson at
his office or wait until next month’s meeting to ask questions, said
Chairman Leifheit.
COURT
SERVICES REPORT
Ms. Margi Gilmour, Director of
DeKalb County Court Services, said that she is working on her annual report
where she will be discussing trends and comparing this past 2005’s numbers
over the previous years. As always, the caseload has been consistent, said
Ms. Gilmour.
They did receive the
pre-sentence report on Mr. Spates and someone will interview him from her
department next week and have the report ready for his pre-sentence hearing
in February.
In her juvenile court services
report it shows that the one male left in residential placement at Arrowhead
is out now. They have one male in Focus House in Rochelle and he is doing
well. They also have one female who was placed in Norman Sleezer in
Freeport on December 12th.
In the month of November 2005
there were 15 kids detained with two for the second time. Out of the 15
kids detained there were 7 for the 1st time, 5 for the 2nd
time, 3 for the 3rd time.
She said that her department is
doing well with the money for the Intergovernmental Agreement (IGA) with
Kane County. They spent $69,680 out of the IGA in 2005. We have
approximately $80,000 left in the account for 2006, said Ms. Gilmour.
Her CRS coordinator resigned a
few weeks ago and Ms. Gilmour hired the intern from Western Illinois
University. She has been trained to do the job during her internship and
was well qualified to handle the duties.

ANNUAL DATES FOR THE COMMITTEE MEETINGS
The committee agreed with the annual meeting
dates and the schedule of departmental reports to the committee.
JAIL
MONTHLY REPORT
Chairman Leifheit said that the
average population in the jail in December 2005 was 69 inmates. She did not
know the reason for the lower number this month, but the committee members
could call the Sheriff and ask him any questions that they may have.

unanimously to adjourn the meeting.
