called the meeting to order at 7:05 am.
A quorum was
established and the agenda was approved as submitted (Motion by Ubl (second
Daugherty). Minutes of the previous meeting were reviewed and approved by
unanimous consent (motion Tobias, second Casella).

Management Report: Scavotto briefly reviewed industry developments with
proof of citizenship and at the State level with the intergovernmental transfer
(IGT). Recent indications are that County homes will not receive payment via the
Care Mix Reimbursement System , but will be required to submit data into it. We
are watching developments closely.
June’s financial results reflect an operating gain of $33k. However, given the
receipt of the extraordinary amount of $85k in interest income, June’s true
operating results are a loss from operations on the magnitude of $50k.
Year-to-date, the loss is approximately $100k. Scavotto and C. Anderson reviewed
market share data collected from Medicaid Cost Reports for the years 2001-05
and moved on to a comparison of DCRNC performance for Dec-June 2005 and 2006.
The change in the private pay classification was readily apparent for this
current fiscal year where DCRNC has experience a private pay decrease of 8
percent. Scavotto reviewed the options for regaining a balanced operating
position: some staff reductions; launch CHF pilot program, continue boosting the
Medicare program, reduce the number of bed-hold days, and begin the process of
requesting additional support from the townships. The Operating Board was
unanimous in directing management to proceed.
Public
Relations: Marketing efforts on a web site have begun. In addition, DCRNC
will start to become more visible to community organizations in the coming
months.
