Executive Committee

The Executive Committee of the DeKalb County Board met on Tuesday, January 10, 2006 @ 7:00p.m. at the Administration Building’s Conference Room East.  Vice-Chairman Dennis Sands called the meeting to order. Members present were Jeff Whelan, Julia Fauci, Roger Steimel, Pat LaVigne, Sue Leifheit, Julia Fullerton and Robert Rosemier.  Ms. Tobias was absent.  Others present were Ray Bockman, Gary Hanson, Jerry Augsburger, Vince Faivre, Jeff Metzger, Sr., Eileen Dubin, Steve Slack and Anita Turner.

 

APPROVAL OF THE MINUTES

          Moved by Mr. Rosemier, seconded by Mr. Whelan, and it was carried unanimously to approve the minutes from December 2005.

 

 

APPROVAL OF THE AGENDA    

          Moved by Ms. LaVigne, seconded by Mr. Steimel, and it was carried unanimously to approve the agenda as presented.

 

 

APPOINTMENTS

 

DeKalb County Nursing Home

River Valley Workforce Investment Board – 3 positions (still looking for)

 

Moved by Ms. Fauci, seconded by Ms. LaVigne, and it was carried unanimously to accept the recommended appointments and to forward them to the full board for approval.

 

 

APPROVAL OF THE COUNTY BOARD AGENDA

Mr. Gary Hanson, DeKalb County Deputy Administrator, reviewed the county board agenda for the board meeting to be held on January 10, 2006. 

Moved by Mr. Steimel, seconded by Mr. Whelan, and it was carried unanimously to forward the county board agenda to the full board for approval.

 

 

GENERAL DISCUSSION

Ms. Leifheit, Chairman of the Law and Justice Committee, said the Ordinance on Child Support is the one item going before the county board for approval this month from her committee.  Ms. Leifheit said that the good news is that the Intergovernmental Agreement with Kane County on the juvenile detention center has $80,000 left as a balance for 2006.

 

            Ms. Fauci asked that under the County Highway Committee she would like her vote of no to be recognized on the county board agenda.

 

           Ms. LaVigne, Chairman of the County Highway Committee, said that the Denial for the Moose Range Road name change is one item that will be going to the full board for consideration and the other item is the bid award for two tandem trucks, which is just for the chassis and cab. 

 

          Ms. Fauci, Chairman of the Forest Preserve Committee, mentioned that the Sunrise Rotary approached their committee with a request for the Forest Preserve District to agree to dedicate the facilities at Potawatomi Woods on the same day that the Sunrise Rotary will be holding their first annual 8K run/walk event at the same Woods.   The committee agreed to this unanimously. 

 

          Ms. Fauci said that Mr. Jim McMurdo, with the Sunrise Rotary,  presented the committee with a check for $25,000 along with Mr. Denecke, President and Mr. MacMahon the Race Chair for the event.  Mr. Denecke said that the contribution is for shelter houses and playground as part of the Potawatomi Woods development project. 

 

The Forest Preserve District had a Chronic Wasting Disease request from the IDNR (Illinois Department of Natural Resources).   IDNR will conduct, if needed, night hunting at the Potawatomi Woods and MacQueen Preserve for purposes of herd reduction.

 

          Ms. Fauci also said that the improvements at Potawatomi Woods are going very well.

 

          Lastly, Ms. Fauci informed the committee that they received an anonymous donation from a gentleman with a $25,000 annuity in the Forest Preserve’s name that gains 5% interest annually.  They will be directing the monies to Merritt Prairie located in Pierce Township, where the donor is from, and to establish a future picnic area and shelter in the east area and name it after the donor.

 

          Ms. Fullerton, Chairman of the Economic Development Committee, said that they discussed speakers that they will be inviting to come before the committee to discuss economic development issues and concerns.  The committee will also be concentrating on their goals for the year.

 

Mr. Rosemier, Chairman of the Health and Human Services Committee, said that he was approached by Mr. Metzger, Sr., about a CD that he made with the Director of Fox Valley Older Adults regarding the new Medicare Part D Program.  He would like to make it available to all libraries for the citizens in DeKalb County who could check them out for review on a short-term basis. 

 

His committee also heard from Lesly Wicks from Hope Haven who said that she greatly appreciated the County’s donation of land for the Dresser Court project.

 

His committee is discussing the evaluation of the committee’s meetings over the last year and their goals for this year. 

 

He also mentioned that Mary Olson said that there is a newly formed group of people in DeKalb County that are looking at a county-wide needs assessment.  It will be conducted by N.I.U. and that she may request that some of the remaining funds from the returned monies to the Senior Services Tax Levy (About $11,000) be used for the senior services portion of the project.  Ms. Leifheit said that United Way had done a needs assessment before and they might want to contact them.  Mr. Rosemier said that he believed that Ms. Olson said that it was United Way and the DeKalb Community Foundation that were the two entities requesting this assessment.

 

          Mr. Steimel, Chairman of the Planning and Zoning Committee, said that their meeting was cancelled for December.  However, he did want to mention that the County position prevailed at the Appellate Court Level on the Comprehensive Plan, which is a major decision.  Mr. Bockman said yes and that the decision was very complimentary to the county board and for their consistent support for the DeKalb County Comprehensive Plan.

 

          Mr. Whelan, Chairman of the Finance Committee, said that their meeting was cancelled, but that they were bringing the routine claims and reports this month to the county board meeting.

 

           

ADJOURNMENT

Moved by Ms. LaVigne, seconded by Mr. Whelan, and it was carried unanimously to adjourn the meeting.
