Minutes of the
Hazards Mitigation Committee

April 10, 2007

The meeting began at 11:10 a.m. in the DeKalb County Gathertorium.  Haley Murray of DeKalb County welcomed everyone. 28 people were present.

 

1.      Introductions:    Each person introduced him or herself. Everyone was asked to sign in. Some communities had more than one person present. The municipalities, agencies and organizations that signed in were:

2.  Comments from Audience/Visitors:  No comments were made.

 

3.  Update on Planning Steps 1 through 5

 

Planning Committee members were provided with draft Chapter 4, draft Chapter 6 and draft Chapter 7.  Haley will also e-mail the chapters.  Planning Committee members should review and comment on the chapters, and especially check that information pertaining to your jurisdiction is correct.

 

4.  Plan Chapters:

 

a.  Summary of Draft Chapter 3 “Hazard Vulnerability Assessment”:  Molly did not complete this chapter.  She is still waiting on additional data form IEMA and FEMA.

 

5.  Review of Planning Step 6 – Goal Setting:  Molly reviewed the Plan’s goals and guidelines presented in draft Chapter 4.  The Committee concurred with the drafting.  Reference to “pets” will be changed to a reference of “animals” in DeKalb County.

 

6.  Planning Step 7 – Hazard Mitigation Measures

 

a.   Structural Measures:   Molly gave an overview of structural protection measures.  Structural measures are predominately aimed at flood hazards, but can be appropriate for manmade hazards.  The Committee worked through a worksheet and discussion for the development of conclusions and recommendations.

 

b.  Property Protection Measures:  Molly gave an overview of property protection mitigation measures.  Property protection means either moving the asset out of harm’s way or putting a barrier around the asset.  Property protection measures are appropriate for severe summer storms, wind hazards, and flood hazards.  Again, the Committee worked through a worksheet and discussion for the development of conclusions and recommendations. 

 

Draft conclusions and recommendations will be given to the Committee at the May meeting.

 

7.  Assignments for next meeting:  The following activities are requested of Committee members by May 8, 2007:

 

        All:  Complete questionnaire that Haley will be e-mailing to everyone on addition emergency services information (for Chapter 9).

        All:  Review draft Chapters 4, 6 and 7.

        All:  Publicize the Committee’s activities locally and ask for input

 

10.  Next meeting:  May 8, 2007 at 11:00 a.m. at the DeKalb County Gathertorium.
