The meeting began at 11:05 a.m. in the DeKalb County Gathertorium. Haley Murray of DeKalb County welcomed everyone. 41 people were present.
1. Introductions: Haley introduced Molly O’Toole of Molly O'Toole & Associates, Ltd. who is serving as the County’s planning consultant. Molly welcomed everyone, too. Each person introduced him or herself. They were asked to be sure to sign in. Some communities had more than one person present. The municipalities, agencies and organizations that signed in were:

3. Update on planning steps 1 through 3:
Molly quickly reviewed the ten planning steps being followed by the Planning Committee and the purpose of the planning effort. She reminded the Planning Committee that resolutions for participation should be passed by village boards and city councils as soon as possible and a copy given to here or Haley. Public involvement was reviewed – agenda and minutes are on the County web site. For agency coordination, Molly is coordinating with several state and federal agencies for data collection.
Planning Committee members were provided with a plan notebook/binder containing the Table of Contents and draft Chapter 1. Molly explained that each month, new or revised draft chapters will be mailed or handed out at the meetings as they are developed. Planning Committee members should review and comment on the chapters, and especially check that information pertaining to your jurisdiction is correct.
4. Summary of Draft Chapter 1 “Introduction”: The first chapter of the plan focuses on the planning process being used by the Planning Committee, a description of DeKalb County, land use and development, and the critical facilities within the County and municipalities. Molly noted that the organization of the chapter will not change in coming months, but information is still needed on colleges, critical facilities, and several small items.
5. Summary of the Hazards: Molly gave a power point presentation about natural hazards that can impact DeKalb County, including flooding, earthquake, tornado, severe storms and extreme temperatures.
6. Summary of Hazards: Molly gave a presentation on information available for past hazards and expected hazards for DeKalb County.
7. “Assess the Hazard” exercise: The Planning Committee was seated at eight round tables, for undertaking an exercise to examine which hazards to focus on in Plan. The groups discussed natural hazards and manmade hazards (and completed worksheets) to identify the likeliness of future occurrence, impacts or consequences, areas vulnerable and impact on their own community. “Scores” given to each hazard on the worksheets were totaled for each group. After a review of each group’s rankings of hazards, the results were:

Molly will review all of the exercise sheets, examine difference “weighting” to further prioritize hazards for use in Chapter 2 and will present a draft hazard prioritization for the Planning Committee to review in February.
8. Overview of goal setting process: Molly explained that the goals for the Plan will be established at the February meeting through three short exercises. The goals will consider community priorities, what to focus on, and how to pay for mitigation efforts.
9. Assignments for next meeting: The following activities are requested of Committee members by February 13, 2007:
– Municipalities: Pass resolution and provide a copy to Molly or Haley, if you haven’t done so already. – All: Complete the “Hazard Data Collection Form” and “Mitigation Measures Form” to Molly or Haley, if you haven’t done so already. – All: Review draft Chapter 1 – All: Publicize the Committee’s activities locally and ask for input
