Minutes of the
Hazards Mitigation Committee

May 8, 2007

The meeting began at 11:10 a.m. in the DeKalb County Gathertorium.  Haley Murray of DeKalb County welcomed everyone. 34 people were present.

 

1.      Introductions:    Each person introduced him or herself. Everyone was asked to sign in. Some communities had more than one person present. The municipalities, agencies and organizations that signed in were:

2.  Comments from Audience/Visitors:  No comments were made.

 

3.  Update on Planning Steps 1 through 5

 

Copies of “Mitigation Plan Frequently Asked Questions” (FAQs) were handed out to the Committee.  The handout provides information to local officials on the purpose of the Plan, grant information, and IEMA and FEMA website information on hazard mitigation.  Molly explained that the FAQs can be used for public information, as well.  She will update the FAQs as the Plan develops.

 

4.  Plan Chapters:  The Committee was given copies of draft Chapter 5 (Preventive Measures) and draft Chapter 8 (Resource Protection) for review. Haley will also e-mail the chapters.  Planning Committee members should review and comment on the chapters, and especially check that information pertaining to their jurisdiction is correct.

 

5.  Planning Step 7 – Hazard Mitigation Measures: 

 

a. Review of Mitigation Conclusions and Recommendations:  The April meeting of the Committee focused on the development of mitigation conclusions and recommendations for structural measures (Chapter 6) and property protection measures (Chapter 7).  That was the first of three Committee meetings on Planning Step 7.  Molly reviewed the Plan’s conclusions and recommendations for draft Chapters 6 & 7 (handouts).  The Committee concurred with the drafting. 

 

b and c.  Mitigation Activity Overview and Development of Conclusions and Recommendations:  The May Committee meeting is the second of three meetings on mitigation activities.  Today’s meeting focused on preventive measures and natural resource protection measures.

 

Preventive Measures:   Molly provided an overview of preventive measures, including a review of building codes, comprehensive, zoning and land use plans, open space preservation, stormwater management and mapping.  Molly stressed that building codes are a very important measure for natural hazard mitigation, especially for wind, severe weather and earthquake events.  The Committee worked through conclusion and recommendation worksheets.  Following lunch, Paul Miller of DeKalb County P&Z gave an overview of the County’s stormwater management program status.

 

Natural Resource Protection:  Molly gave an overview of natural resource protection mitigation measures, including wetland protection, erosion control, best management practices, dumping, urban forestry, and historic and natural area protection.  Again, the Committee worked through a worksheet and discussion for the development of conclusions and recommendations. 

 

Draft conclusions and recommendations for these chapters will be given to the Committee at the June meeting.

 

7.  Assignments for next meeting:  The following activities are requested of Committee members by June 12, 2007:

 

        All:  Review draft Chapters 5 and 8.

        All:  Publicize the Committee’s activities locally and ask for input

 

10.  Next meeting:  June 12, 2007 at 11:00 a.m. at the DeKalb County Gathertorium.  The meeting will focus on emergency services and public information.
