CALL TO ORDER

Chairman Riddle called the meeting to order at 3:35 PM.

            Olson, Hanson, Harrison, Suppeland

Al Newby, DeKalb County Sheriff Department;

Christine Johnson, DeKalb County Treasurer; Glenna Johnson, E911 Coordinator

AGENDA

The Chairman asked for any amendments to the agenda.  The motion was made by Rosemier and seconded by Bowman to approve the agenda.  The motion passed.

MINUTES

A motion to approve the minutes of the August 13, 2008 meeting was made by Rosemier and seconded by Leoni.  The motion passed. 

Treasurer’s Report

·        Monthly Treasurers Report- was presented and discussed.

• A motion to approve monthly report was made by Bowman and seconded by Leoni.  Motion passed.

·        Bills Not Previously Submitted:

Bills:

A motion to pay the bills was made by Bowman and seconded by Leoni.  A roll call vote was taken:            Riddle-Y, Leoni-Y, Feithen-Y, Bowman-Y, Rosemier-Y, and Young-Y.

Old Business

NEW BUSINESS

• Bylaws-

  • Johnson provided copies of the modified bylaws at the August meeting for the ETSB to review.  A motion to approve the modified bylaws was made by Feithen and seconded by Rosemier. A roll call vote was taken:  Riddle-Y, Leoni-Y, Feithen-Y, Bowman-Y, Rosemier-Y, and Young-Y. Motion Passed

• Budget Committee-

  • Committee will meet in October to prepare the 2009 budget for ETSB review in November and the committee will be the same as last year and that is:

    • Bill Riddle, Bill Feithen, Rick Olson, Gary Hanson, Glenna Johnson and Christine Johnson

• Participating Agency Requests –  none

• PSAP Administrators' Report –

  • G. Johnson reported the last meeting was held 7/09/08, August meeting was canceled.  Next meeting will be September 10, 2008 at noon, location to be announced.

• Persons to be Heard from the Floor -  

  •             Chief Riddle reported that Genoa Kingston firemen and 1 engine were deployed to Louisiana for the damage caused by Gustav.

• Coordinator’s Report – Johnson reported the following:

  • Verizon- SMART position is working.

    • Billing- I have sent a letter that I do not agree with calculations of the current billing for 911 services and I expect a response within the next month.

    • MSAG Issue- I continue to work on issues.  All have been minor issues

    • County Phone System- We have received pricing from Verizon and there will be a call with on Friday to discuss

  • microDATA- I have sent an e-mail stating that I did not agree with the maintenance pricing/deal given.  I expect a response with in the next month.

  • Legislation- I am reviewing FCC document for the law passed in July HR3403

  • Special Comments- Verizon will discontinue this service with the ALI move to ALISA at year end.  Other options are needed for storage.

  • Prairie Shield- They will be looking for grant monies for NG911 equipment

  • Wireless Carrier Issue- Calls are routing to Ogle County direct for callers with in DeKalb County- There are default routing and overflow issues.  There were 2 trunks for 3 counties (DeKalb, Ogle and Stephenson)

  • HBF Resellers- 4 out of 6 resellers will start surcharge when they have subscribers in DeKalb County.

  • New CritiCall Software Upgrade- DeKalb IT has loaded this version

  • Host Training in Ogle and DeKalb- This is being considered to cut costs for recertification of EMD, regular training expense and on going yearly requirements. (EMD requires- 12 hours per year of continuing education for a total of 48 hours for four years for recertification). If we hold a class in our county then we receive class slots at no charge.

  • Spreadsheet for required training for all TC for budget- I will be working on this for our budget meeting

  • TDD keyboards- Chuck Kross brought in 4 keyboards from his storage and none of them worked.  Other options need to be investigated.

Leoni moved to adjourn the meeting, and was seconded by Young.    The motion passed.   The meeting adjourned at 4:30 P.M.
