Present: Directors Andersen, Tobias, Ubl, Casella, Klein, Daugherty Absent Directors: None Also Present: Scavotto, A. Turner

Chair Casella called the meeting to order at 7:00 am. A quorum was established and the agenda was approved as submitted (Motion Ubl (second Daugherty, unanimous).

The minutes were approved as submitted (Motion Ubl, second Dubin, unanimous)

Anita Turner was introduced as an incoming member of the Operating Board, replacing Ruth Anne Tobias.

 

Management Report:  Scavotto reviewed operations through May. The IGT continues to dominate reimbursement and budget discussion. It is clear that the IGT will be re-structured. Unfortunately, there is little guidance from State HFS on what the Medicaid rate for next year will be. As a result, the 2009 budget will contain an estimated Medicaid rate.

In restructuring the IGT, it now appears that State HFS will go with the “certified costs” methodology, which means that County homes will have the opportunity to add indirect costs to the Medicaid Cost report. Scavotto reported that DMG Maximus, which specializes in this work, will be engaged to provide independent verification of County indirect costs. The State allows cost reports to be adjusted up until September 1.

Medicare volumes and revenue continue to be strong through June with May and June showing gains over April.
