DeKalb County Rehab & Nursing Center

November 19, 2008

Present:  Directors    Andersen,  Ubl, Casella, Klein, Kloster, Turner

Absent Directors:  Dillman

Also Present:  Scavotto, Bockman.

Chair Casella called the meeting to order at 7:00 am.

A quorum was established and the agenda was approved as submitted (Motion Klein (second Kloster, unanimous).

The minutes were approved as submitted (Motion Andersen, second Ubl, unanimous)

The members of the Board thanked Dick Ubl for his years of service to DCRNC.

Old Business: None

New Business

Management Report: Scavotto reviewed operations through September and preliminarily for October. October’s results are excellent due to increased census. Scavotto reviewed the status of AFSCME negotiations, compliance, and collection activities. Management reports increasing problems with adult children inappropriately using resident social security funds. Moreover, several recent accounts have necessitated DCRNC placing liens on resident assets (i.e., the house) only to learn that Illinois HFS beat us to the Courthouse. As a result, our ability to collect legitimate debts is compromised. This is a situation that is being watched closely and researched for an administrative solution.

Finally, there was a brief discussion regarding medication administration systems and electronic medical records. One spin-off result of these systems could be to allow RNs more time to supervise.
