DeKalb County Rehab & Nursing Center

September 17, 2008

Present:  Directors  Andersen, Ubl, Casella, Klein, Kloster, Turner

Absent Directors: None

Also Present: Scavotto, Bockman. C. Anderson, Joanne Dillman

Chair Casella called the meeting to order at 7:00 am.

A quorum was established and the agenda was approved as submitted ( Motion Klein (second Kloster, unanimous).

The minutes were approved as submitted (Motion Andersen, second Ubl, unanimous)

New Business

Joanne Dillman was introduced as a potential incoming member of the Operating Board, replacing George Daugherty.

 

Management Report: Scavotto reviewed operations through July. The IGT continues to dominate Medicaid reimbursement discussion. Recent discussions with State HFS indicate that HFS is concentrating on the take-back of IGT over-payments made between 9-1-06 and 10-30-07. It appears that any restructuring of the IGT will be delayed until January 1, 2009.

Census is running between 175 and 180; labor hours are remaining consistent with good productivity. Revenues are not as strong as last year because of the decrease Medicaid reimbursement. 

Scavotto discussed the Recovery Audit Contractor program and the necessity for DCRNC to get prepared for this sort of investigatory activity.

AFSCME negotiations are set to begin October 9, 2008.

Space Planning: C. Anderson updated the Board on the recent dementia elopement. Steps are being taken to improve security in the dementia unit to include fencing, windows, and exits. Expert architectural advice has been retained to assist in the plan.
