Minutes of the Board Meeting of

June 3, 2009

 

 

CALL TO ORDER

Chairman Riddle called the meeting to order at 3:35 PM.

 

BOARD MEMBERS PRESENT:

Chairman Riddle, Feithen, Hanson, Leoni, Metzger, Olson.

 

BOARD MEMBERS ABSENT:

            Bowman, Harrison, Mitchell

 

GUESTS PRESENT

ALSO PRESENT

Christine Johnson, DeKalb County Treasurer; Glenna Johnson, E911 Coordinator

 

AGENDA

The Chairman asked for any amendments to the agenda.  The motion was made by Olson and seconded by Leoni to approve agenda.  The motion passed.

MINUTES

A motion to approve the minutes of the May 6, 2009 meeting was made by Metzger and seconded by Olson.  The motion passed.

  • Monthly Treasurers Report- was presented and discussed.
      • A motion to approve monthly report was made by Metzger and seconded by Olson.  Motion passed.

A motion to pay the bills was made by Olson and seconded by Feithen.  A roll call vote was taken: Chairman Riddle- Y, Feithen-Y, Hanson-Y, Leoni-Y, Metzger-Y, and Olson- Y.

 

Old Business

  • Fire Radio Reports
    • Feyerherm reported: 
        • Feyerherm and G. Johnson reported they will tour the south sites on 6/23/09.
        • Somonauk tower- installation will be completed in June

 

  • Private Switched ALI (PS ALI)
    • G. Johnson stated this is an ongoing process and there is still about the same response to the letters. 

 

NEW BUSINESS

  • County-wide Fiber Network- Nothing new to report.  This will be dropped from the agenda until there is something to report.

 

  • Legislative Issues- No report

 

  • Narrow Banding- There will be letters sent to the communities within the county stating when the 911 system will be narrow banded and informing them of the 2013 mandatory conversion date.  Coordination will be needed on all frequencies/individual units on the move to narrow banding within the county. 

 

  • Participating Agency Requests – 
    • DeKalb Fire Department’s – This item was tabled until the next meeting.
    • DeKalb Police Department- A request was made that the ETSB would pay for the maintenance contract for the PSAP UPS for 2008 and all maintenance contracts in the future.  A motion was made to reimburse DeKalb Police Department for the amount of $3568.00 for the 2008 maintenance contract and pay all future UPS maintenance contracts by Olson and seconded by Hanson. Motion passed.

 

  • PSAP Administrators' Report –
    • G. Johnson reported the last meeting was held May 14, 2009.  Next meeting will be July 8, 2009 at noon; location will be at Glenna’s Office.
      • Items discussed:
        • EMD Training
        • Narrow banding
        • Monitors for the mapping
      • Johnson requested a motion be made to remove 10 monitors from the inventory list that were replaced with the larger monitors in the PSAP.  There was a discussion that each PSAP would keep one monitor for a spare and all other monitors would be given to each department for their use.  That motion was made by Hanson and seconded by Olson.  Motion passed.

 

  • Persons to be Heard from the Floor -  None

 

  • Coordinator’s Report – Johnson reported the following:

 

    • Verizon -.  911 SS7 Gateway was updated on 5/28/09.  Everything went smoothly and did not impact the PSAPs.
    • Wireless Carrier Issue-
      • US Cell- added a new site at Sandwich PD on 5/27/09.  Calls are being routed to the Sandwich PSAP
      • Cricket Wireless- New carrier to the area and will be testing towers in July
    • Kishwaukee College – Blue Emergency phones in the parking lot were tested on 5/8/09 – In the past there were issues dealing with PH2 calls and routing of calls.  During the test calls were routed to the county PSAP and the calls were PH 2, one box was reported as not reaching the PSAP and the vendor was contacted for repair.
    • INENA – There was a Region 3 NENA and Region 3 NG group meeting on 5/21/09. There will be ongoing monthly NG group meetings.
    • Prairie Shield- there was a tabletop exercise held on 5/19/09.
    • NENA- Weekly/by weekly calls on NG911- Johnson continues to attend calls dealing with NG equipment and data.
    • VoIP Carrier Report- 
      • Voitel Telecommunications- requested to send surcharge checks annually and they were told NO- State requirements are monthly checks.
      • Charter Communication Company- No news on bankruptcy and they are still sending a check.
      • ATX Group- Calles will be coming into the PSAP like OnStar and their service is for top of line vehicles-  BMW, Mercedes, Rolls Royce- They will be sending calls through the 911 Trunks and their database provide is Intrado.

 

 

ADJOURNMENT

 

Hanson moved to adjourn the meeting, and was seconded by Leoni.    The motion passed.   The meeting adjourned at 4:40pm.
