Minutes of the Board Meeting of
September 2, 2009

CALL TO ORDER
Chairman Riddle called the meeting to order at 3:33 PM.

BOARD MEMBERS PRESENT:
Chairman Riddle, Bowman, Hanson, Leoni, Metzger, Mitchell, and Olson

BOARD MEMBERS ABSENT:
            Feithen, Harrison, Leoni, and Walker

GUESTS PRESENT
Al Newby, DeKalb County Sheriff Department; Lisa Miller, DeKalb Police Department; Jim Feyerherm, Starved Rock Communications;   

ALSO PRESENT
Christine Johnson, DeKalb County Treasurer; Glenna Johnson, E911 Coordinator

AGENDA
The Chairman asked for any amendments to the agenda.  The motion was made by Olson and seconded by Bowman to approve agenda.  The motion passed.

MINUTES
A motion to approve the minutes of the August 5, 2009 meeting was made by Metzger and seconded by Mitchell.  The motion passed. 

Treasurer’s Report

• Monthly Treasurers Report- was presented and discussed.

• A motion to approve monthly report was made by Olson and seconded by Mitchell.  Motion passed.
  
  
• Bills Not Previously Submitted: None

Bills:      

A motion to pay the bills was made by Metzger and seconded by Bowman.  A roll call vote was taken: Chairman Riddle- Y, Bowman- Y, Hanson-Y, Metzger-Y, Mitchell- Y, and Olson- Y. Motion passed.

Old Business

• Fire Radio Reports

• Feyerherm reported:  No new items but there were minor issues at the PSAP on September 1, 2009.

NEW BUSINESS

• Resolution for Radios- G. Johnson presented a resolution dealing with radios.  There was a discussion and recommendations were made on how to modify this document.  Riddle and Johnson will modify and present the modified document at the next meeting.

• Legislative Issues-

• Wireless monies- Even though there was a signed bill to be able to sweep the Wireless Carrier funds the funds had not been swept as of the date of this ETSB Meeting.

•  SB2057 was signed into law.  This bill deals with special needs comments are to be added to the CAD systems once the information is provided to the departments. Johnson and the PSAP Managers will discuss this at the next PSAP Managers Meeting.

• PSAP Administrators' Report –

• G. Johnson reported the last meeting was held August 12, 2009.  Next meeting will be September 9, 2009 at noon; location will be at Glenna’s Office.

• Items discussed:

• EMD

• Narrow banding

• E-mail blast for the NIU students

• Persons to be Heard from the Floor -  None

• Coordinator’s Report – Johnson reported the following:

• Verizon -. 

• Still working on phone installation issues. Voice mail tape drive arrived 9-2-09.

• Database center has changed from Tampa, FL to Greensburg, IN.

• Wireless Carrier Issue-

• Cricket Wireless- tested towers and went live Phase 2 on 8/17/09 at two of the four PSAPS.

• OnStar- working with them to implement their Phase 2 of the project..

• AT&T Wireless- has been doing testing

• Sprint/Nextel- will be doing testing in October

• Region 3 NENA- NG911- Johnson attended a presentation on how Region 7 INENA is proceeding with their regional 911 system on 8/11/09 this system will be similar to what Region 3 is considering.

• Legislation-

• Part 725 Rewrite- Johnson reported that a final document of recommended changes was submitted to the ICC on 8/28/09. 

• VoIP Carriers- G. Johnson and C. Dancey have started working on the investigation of what each VoIP carrier is paying the ETSB per access line.

ADJOURNMENT

Olson moved to adjourn the meeting, and was seconded by Metzger.    The motion passed.   The meeting adjourned at 4:15pm.
