Minutes Ad Hoc Courthouse Committee

November 23, 2009

Chairman Tobias called the meeting to order at 7:00pm. In addition to Mrs. Tobias, the following members were present, Larry Anderson, Ken Andersen, Julia Fauci, John Hulseberg, Maureen Josh and Judge Kurt Klein. Committee staff present included Gary Hanson, Jim Scheffers and Ray Bockman. Also present were Paul Colgan, Meg Connolly, Steve Allendorf and Douglas Lim.

Approval of the Agenda

Moved by Larry Anderson and seconded by Ken Andersen to approve the agenda as presented. Motion carried unanimously.

Presentation on Construction Delivery Methods

Douglas Lim of Gilbane building company presented the committee with information on various methods of construction delivery focusing on design build vs. construction manager-at risk. The presentation was followed by a lengthy discussion/question and answer session. It was moved by Maureen Josh and seconded by Julia Fauci to adopt the Construction Manager at risk delivery method. Motion carried unanimously.

Mr. Bockman distributed a draft request for qualifications (RFQ) to those present and asked for any suggestions/comments by 11/30. The RFQ calls for distribution on 11/30 with responses due 12/29 and final selection of a construction management firm by 1/14/2010. The committee directed Mr. Bockman to also circulate a draft RFQ for architect/engineers for review and comment during December. The committee wants both selection processes to run concurrently.
