HEALTH AND HUMAN SERVICES MINUTES

December 7, 2009

The Health and Human Services Committee of the DeKalb County Board met on Monday, December 7, 2009 @ 6:30p.m. in the Administration Building’s Conference Room East.  Chairman Jeff Metzger, Sr. called the meeting to order.  Members present were Eileen Dubin, John Emerson, Pat LaVigne, Paul Stoddard and Derek Tyson.

APPROVAL OF THE MINUTES

Moved by Ms. LaVigne, seconded by Mr. Stoddard, and it was carried unanimously to approve the minutes from November 2009.

APPROVAL OF THE AGENDA

Moved by Ms. Dubin, seconded by Mr. Emerson and it was carried unanimously to approve the agenda as presented.

Before moving on to the first item on the agenda, Chairman Jeff Metzger, Sr., thanked Mr. Paul Stoddard for stepping in for him during his recovery from an automobile accident and running the Health and Human Services Committee.  He said that Mr. Stoddard had done a great job.

FAMILY SERVICE AGENCY REQUEST FOR CHANGE OF ALLOCATION

Chairman Metzger, Sr., reviewed for the committee that last month Ms. Donna Moulton of the DeKalb County Community Services Department mentioned the fact that the Family Service Agency is discontinuing their assisted living program.  The Director from there mentioned that she may move the monies that we awarded them from the Senior Services Tax Levy into another program.  Ms. Moulton did send an email today stating that FSA has spent about $30,533.55 out of the $90,000 that we awarded them.  The balance left is roughly $59,000.

This month Ms. Moulton has received the request from FSA and Chairman Metzger, Sr., passed it out to the committee to review over the next month.  He told the committee to be ready to discuss it at their next meeting. The committee also said that Ms. Sue Plote, FSA Director should be invited to the next meeting also.

ONE-TIME ALLOCATIONS FOR SENIOR SERVICES TAX LEVY FUNDS

Chairman Metzger, Sr., said that the committee needs to hear from Ms. Moulton on how much money does the committee have to work with in order to award the one-time allocations.  The committee directed Ms. Supple to ask Ms. Moulton that question and to email the committee with her answer.

The committee discussed that all of the agencies could attend next month’s meeting, if they want to, but they will only be allowed to answer any questions that the committee may have with regard to their application for the one-time allocation.

BOARD OF HEALTH UPDATE – MR. PAUL STODDARD

Mr. Paul Stoddard who sits on the Board of Health gave an update on what the Health Department has been doing over the last couple of months.  He said that the Health Department has received a total of 9,000 inoculations for

H1N1.  The Health Department has given out about 5,000 inoculations already in the County and that another 2,000 inoculations were sent to other providers.  They will be holding another H1N1 clinic on December 9, 2009 at the Sycamore High School.

REVIEW OF COMMITTEE’S ANNUAL REPORTING LIST

Chairman Metzger, Sr., passed out this past year’s annual reporting list and asked committee members if they had any more suggestions to place on the list for discussion in FY2010?

Mr. Stoddard suggested adding to the list an additional item:  Heritage Woods or Supportive Living Facility Director to come and address the committee.

Ms. Dubin suggested hiring a part-time grantwriter.  She was wondering if we could use senior services tax dollars to pay for the salary.

Chairman Metzger, Sr., said that he would need to check with Mr. Bockman on that question and get back to the committee on it.

ADJOURNMENT

Moved by Ms. LaVigne, seconded by Mr. Tyson, and it was carried unanimously to adjourn the meeting.

                                                Respectively submitted,
