A meeting of the Highway Committee of the DeKalb County Board met on Thursday January 8, 2009 at 6:00pm in the Conference Room of the DeKalb County Highway Department, DeKalb, Illinois.  

 

Chairperson LaVigne called the meeting to order at 6:10pm.  Committee members present were, Vice-Chairperson Augsburger, Mr. Chambliss, Mr. Emerson and Mr. Gudmunson.   Also present were Mr. Bill Lorence, County Engineer, James Quinn, Operations Manager and Wayne Davey, Support Services Manager. 

 

APPROVAL OF MINUTES:

 

Motion made by Mr. Gudmunson and seconded by Vice-Chairperson Augsburger to approve the minutes of the regular December 4, 2008 meeting.  The motion to approve the minutes carried unanimously. 

 

APPROVAL OF AGENDA:

 

Motion made by Mr. Emerson to approve the agenda and Mr. Gudmunson seconded this motion.  The motion to approve the agenda carried unanimously. 

 

PUBLIC COMMENT:  None

 

RESOLUTION FOR INTERGOVERNMENTAL AGREEMENT BETWEEN IDOT, DEKALB COUNTY AND ROAD DISTRICTS FOR MAINTENANCE OF STOP AHEAD SIGNS:

 

Mr. Lorence explained to the Committee that the State and DeKalb County had entered into a similar agreement 20 years ago and this agreement is also to run for 20 years.  This agreement allows the State of Illinois to erect and maintain stop ahead signs on County and Road District Roadways that have stop signs stopping traffic for a State Highway.  Fifteen Road Districts have also signed this agreement.  In order for the State to replace/repair affected stop ahead signs, the appropriate agency must notify the State of the need to do so.  This agreement is at no cost to the County or Road Districts and the County Engineer recommends approval.  A motion was made by Mr. Gudmunson and seconded by Vice-Chair Augsburger to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

RESOLUTION FOR TRUCK ACCESS ROUTE PROGRAM (TARP) AGREEMENT WITH THE STATE OF ILLINOIS FOR 1.022 MILES OF SOMONAUK ROAD: 

 

The County Engineer stated that funding has been approved by the State of Illinois to assist DeKalb County in designating 1.022 miles of Somonauk Road from Illinois Route 38 south to the Landfill as an 80,000 pound truck route.  As such, the County will place a new overlay of binder and surface course, approximately three inches total, on this portion of roadway.  The cost to the County for this project is estimated to be $201,393.00.   In order to secure the State’s funding for this project, estimated at $65,100.00, a TARP Agreement must be executed by the County and the State.  Mr. Lorence recommended that the County do so.  A motion was made by Mr. Emerson and seconded by Mr. Gudmunson to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

RESOLUTION DESIGNATING SOMONAUK ROAD FROM ILLINOIS ROUTE 38 SOUTH FOR 1.022 MILES AS A CLASS II TRUCK ROUTE: 

 

Whenever the State provides Counties with funding from the TARP program, that segment of roadway where the funding was used is required to be designated as a Truck Route.  This designation allows trucks to operate with a weight of up to 80,000 pounds and a width of eight feet six inches.  In this case, the appropriate designation is a Class II Truck Route and the County needs to designate it as such.  Later in the year this action will need to be codified in the DeKalb County Code.  The County Engineer recommended approval of this resolution.   A motion was made by Mr. Gudmunson and seconded by Vice-Chair Augsburger to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

CHAIR’S COMMENTS:      None.

 

COUNTY ENGINEER’S COMMENTS: 

 

Mr. Lorence commented to the Committee that our Chairperson, Ms. LaVigne was awarded the Robert L. Turner Award at the recent Township Official of Illinois Annual meeting.  This is the highest award presented by the Supervisor’s Division and members congratulated Chair LaVigne for her accomplishment. 

 

The Transportation Improvement Progress Report for December was provided to the Committee for their review.  The highlighted projects on the report were discussed. During the winter months focus is on projects needing preliminary engineering to get them ready for construction during the coming summer months.  Engineering is progressing on Shabbona Road Bridge, Old State Road Bridge, Coltonville Road Bridge, Five Points Road Bridge and Base Line Road Bridge.  The Malta Road project is on track for an April letting and will be our Federal Assistance Project for this year.  The Suydam Road Bridge is scheduled to begin January 12, 2009.

ADJOURNMENT:

 

Chairperson LaVigne inquired if there was anything else that needed to be brought before the Committee and hearing none asked for a motion to adjourn.  A motion was made by Mr. Gudmunson to adjourn and Vice-Chair Augsburger seconded this motion. The motion passed unanimously and the January 8, 2009 meeting was adjourned at 6:33p.m.
