A meeting of the Highway Committee of the DeKalb County Board met on Thursday March 5, 2009 at 6:00pm in the Conference Room of the DeKalb County Highway Department, DeKalb, Illinois.  

 

Vice Chairperson Augsburger called the meeting to order at 6:00pm.  Committee members present were Mr. Chambliss, Mr. Emerson and Mr. Gudmunson.   Also present were Mr. Bill Lorence, County Engineer, James Quinn, Operations Manager, Wayne Davey, Support Services Manager and Gregg Millburg, Farm Bureau. 

 

APPROVAL OF MINUTES:

 

Motion made by Mr. Emerson and seconded by Mr. Gudmunson to approve the minutes of the regular January 8, 2009 meeting.  The motion to approve the minutes carried unanimously. 

 

APPROVAL OF AGENDA:

 

Motion made by Mr. Gudmunson to approve the agenda and Mr. Emerson seconded this motion.  The motion to approve the agenda carried unanimously. 

 

PUBLIC COMMENT:  None

 

RESOLUTION FOR LOCAL AGENCY AGREEMENT FOR FEDERAL PARTICIPATION FOR SECTION 05-00218-00-RS RESURFACING OF PERRY ROAD FROM LEE COUNTY LINE TO SOMONAUK ROAD SOUTH: 

 

Mr. Lorence explained to the Committee that DeKalb County is preparing projects in anticipation of obtaining stimulus funding that other Counties might not be able to spend within the designated deadline.  DeKalb County will directly receive only approximately $314,054.00 from programmed stimulus funding and receive an additional $700,000.00 through the MPO.  Neither funding source will cover the cost of the proposed Perry Road project.  However, the key is to have projects ready to go if and when funding is available.  This agreement accomplished that goal and would secure 80% funding from Federal/State funds should the project get selected.  The cost of the Perry Road project is $2,306,546.00 with the County share being $441,309.00.  Mr. Lorence recommended the agreement be forwarded to the full County Board for approval.  A motion was made by Mr. Emerson and seconded by Mr. Gudmunson to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

 

AWARD RESOLUTION FOR DEKALB COUNTY’S 2009 SEAL COAT PROJECTS:

 

The County received bids on March 3, 2009 at 10:00am for this year's seal coat projects.  Three bids were received for this project with Road Oil, Inc.  from Granville, Illinois submitting the low bid meeting specifications in the amount of $675,010.10 for approximately 31.6 miles of seal coat.  The County Engineer stated Road Oil has done business with the County in the past and their performance had been satisfactory.  Mr. Lorence recommended the Committee present the award to the full County Board.  A motion was made by Mr. Gudmunson and seconded by Mr. Emerson to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

AWARD RESOLUTION FOR DEKALB COUNTY’S 2009 AGGREGATE PROJECTS:

 

The County Engineer announced that bids were received for six aggregate projects for Road Districts in the County.  Four of those projects were being paid for by Township Motor Fuel Tax and therefore needed to be awarded through the DeKalb County Board. All four projects only had two bidders each with the following results:  Macklin, Inc from Rochelle, Illinois submitted the low bid meeting specifications for Section 09-11000-00-GM Paw Paw Road District, in the amount of $29,790.00 for 3,000 tons of aggregate spread on road; Section 09-11000-01-GM Paw Paw Road District, in the amount of $18,666.00 for 1,700 tons of washed 3” rock to be stockpiled; and Section 09-19000-00-GM Victor Road District in the amount of $47,160.00 for 4,500 tons of aggregate spread on road.  Wagner Aggregate, Inc. submitted the low bid meeting specifications for Section 09-12000-01-GM Pierce Road District, in the amount of $42,458.00 for 4,600 tons of aggregate spread on road.  The County Engineer recommended award to the lowest bidder as specified.  A motion was made by Mr. Gudmunson and seconded by Mr. Emerson to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

AWARD RESOLUTION FOR THE PURCHASE OF ONE BOX, PLOW, WING, AND SPREADER FOR 2009 TANDEM:

 

Bids were received for the purchase of one box, plow, wing and pre-wet spreader system for the 2009 tandem purchased by the County during December 2008.  Two bids were received with Monroe Truck Equipment from Monroe, Wisconsin submitting the low bid meeting specifications in the amount of $75,482.00.  This represents a 6% increase over last year’s price and the County Engineer recommended approval.  A motion was made by Mr. Emerson and seconded by Mr. Gudmunson to forward the resolution to the full County Board recommending approval.  The motion carried unanimously.

 

RESOLUTION FOR INTERGOVERNMENTAL AGREEMENT WITH THREE ROAD DISTRICTS FOR OVERWEIGHT/OVERLENGTH PERMITS: 

 

Mr. Lorence explained to the Committee that Road Commissioners of three Road Districts had come to the County Engineer requesting that all overweight/overlength permits be handled by the County in the event the full County Board allowed the construction of wind farms within the County.  DeKalb County currently has two such agreements in place with Milan and Shabbona Road Districts that date back to 2003.  In order for the County Engineer to accomplish that an intergovernmental agreement between the County and individual Road Districts must be executed.  After further discussion Mr. Emerson made a motion to table this item until the May 7, 2009 Highway Committee meeting to allow the full County Board to consider the wind farm issue.  This motion was seconded by Mr. Gudmunson and the motion carried unanimously.

 

VICE CHAIR’S COMMENTS:       None.

 

COUNTY ENGINEER’S COMMENTS: 

 

The Transportation Improvement Progress Report for February was provided to the Committee for their review.  The highlighted projects on the report were discussed. Construction of the Suydam Road Bridge is at 35% and is on schedule.  The South First Street, Perry Road Bridge and North Grove Road Bridge projects have all been let and are waiting the lifting of the spring postings to begin.  The Glidden Road roundabout is moving forward with the public information hearing being held at 5:00pm March 5, 2009. The Malta Road resurface project is scheduled for letting on April 24, 2009 and that will be a State letting.  Engineering is progressing on Shabbona Road Bridge and that project is being fast-tracked to be built with stimulus funds.  Old State Road Bridge, Coltonville Road Bridge, Five Points Road Bridge and Base Line Road Bridge continue and are still in the design phase.

Vice Chairperson Augsburger inquired if there was anything else that needed to be brought before the Committee and hearing none asked for a motion to adjourn.  A motion was made by Mr. Gudmunson to adjourn and Mr. Emerson seconded this motion. The motion passed unanimously and the March 5, 2009 meeting was adjourned at 6:35p.m.
