Chair Casella called the meeting to order at 7:00 am.

A quorum was established and the agenda was approved as submitted (Motion Andersen (second Dillman, unanimous).

The May minutes were approved as submitted (Motion Klein, Andersen, unanimous). There was no quorum in July.

New Business

Management Report: Scavotto reviewed operations through July. DCRNC continues to experience significant revenue declines in private pay; Medicaid volume (and revenues) are up both in terms of percent of total and as raw dollars. Improvements in Medicare A revenues in recent months have swung current Medicare A revenues to a position even with last July. The operating loss thru July is significant.

Scavotto and Anderson reviewed the options that exist for improving work processes. There was discussion about looking into new services such as Adult Day Care. Also, the capabilities and limitations (e.g., private rooms, dining areas) of the current facility were discussed.

There was discussion about the AFSCME wage re-opener in January 2010.

Anderson reviewed the latest Quality Indicators and Facility Characteristics reports. There were three flag items that were observed with Range Of Motion needing some attention. Anderson pointed out that the population samples in the reports indicated that DCRNC experienced a much older resident group than other homes in the sample.
