AD HOC RULES COMMITTEE

MINUTES

DECEMBER 1, 2009 

             

The DeKalb County Ad Hoc Rules Committee met on Tuesday, December 1, 2009, @ 7:00p.m. in the Legislative Center’s Liberty Room  Chairman Paul Stoddard called the meeting to order.  Members present were Riley Oncken, Marlene Allen and Michael Haines.  Members absent were John Hulseberg, Pat LaVigne and Michael Stuckert.  Others present were John Farrell, DeKalb County State’s Attorney (SAO) and Mr. Ken Andersen.  

 

            The one topic that Chairman Stoddard wanted to address this evening was attendance by means other than physical presence at meetings for county board members. 

 

            Mr. John  Farrell, SAO, summarized the Illinois law regarding attendance at meetings.

 

            Chairman Stoddard moved to recommend language of 5ILCS 120/7 for committees to authorize phone participation or video participation for committee meetings only.  The per diem payment for county board members that have to do a remote presence will be paid $50.00 per diem.  Ms. DeFauw seconded that motion and it carried unanimously.

 

            The second topic that was discussed was having a prayer said prior to the opening of County committee and County Board meetings. 

 

            Mr. Farrell, SAO, listed the possible problems with this suggestion. 

 

            Moved by Mr. Oncken, seconded by Ms. Allen, and the motion failed to carry.

 

            The committee agreed to take up the discussion on what to do with county board members who do not attend their assigned committee meetings and county board meeting as they should.  This will be discussed at their January 5,  2010 meeting.

 

            Moved by Mr. Oncken, seconded by Ms. Allen, and it was carried unanimously to adjourn the meeting.
