COUNTY BOARD ORGANIZATIONAL PROCEEDINGS

December 6, 2010

The DeKalb County Board met in special session at the Legislative Center on Wednesday, December 6, 2010 for the purpose of organizing for the 2010-2011 term.  Chairman Tobias called the meeting to order.  The Clerk called the roll.  Those Members present were Mr. Gudmunson, Mr. Haines, Mr. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mr. Todd, Mrs. Turner, Ms. Vary, Mrs. Allen, Ken Andersen, Larry Anderson, Mr. Augsburger, Mrs. De Fauw, Mrs. Dubin, Mr. Emerson, Ms. Fauci and Chairman Tobias.  Those Members absent were Ms. LaVigne, Mr. Stuckert, Mr. Tyson, and Mr. Walt.  Twenty Members were present and four were absent.

The Chair asked Mrs. Dubin to lead the pledge to the flag.

APPROVAL OF AGENDA

Motion

Ken Andersen moved to approve the Agenda and Ms. Fauci seconded the motion.

Voice Vote

The Chair called for a voice vote on the approval of the Agenda.  All Members present voted yea.

COMMUNICATIONS AND REFERRALS

Chairman Tobias read to the Board on her tenure as Chair of the DeKalb County Board:

“It has been my pleasure and privilege to work with you and for you these last six years.  Together we accomplished quite a bit, and I hope we can look forward to renewed growth for the future.

“I’d like to thank outgoing board members Eileen Dubin, Michael Haines, Michael Stuckert, and Steve Walt for their service and ideas.  The County has been well served by your presence on the Board.

“I ask for a moment of remembrance for Pat LaVigne.  We were all very surprised by her sudden death. Pat was an excellent civil servant for DeKalb Township and for DeKalb County.  She served 12 years on this board and was a very dedicated official.  She provided a great deal of help to citizens in need in DeKalb, and she was a friend to many who will be missed.

“I’d also like to thank other elected officials who supported my tenure as Chair and made it easy to work for DeKalb County. I wish Sharon Holmes well in her retirement and John Farrell a less difficult task than the last few years.

Congratulations to John Acardo and Clay Campbell.  Perhaps we won’t have quite as many legal issues before us in the next term.

“Thank to our fabulous department heads and staff.  It’s wonderful to know that whoever is in this Chair is supported by the excellent work you do.

“Finally, thanks to Ray and Mary for making this so “easy” – I couldn’t have done it without you both!”

Chairman Tobias also read a speech and asked for a Moment of Silence for the untimely passing of County Board Member Pat LaVigne. The Chairman read the following:

“As we gather this evening to welcome the class of 2010 and say farewell to some of our departing members, we wish to recognize one of our own who did not quite make it to the finish line tonight.

“Pat LaVigne served the citizens of DeKalb County for many years in a number of capacities.  Her service on this County Board will not be forgotten.  Passionate in her politics and tireless in her service she never ran from a fight or gave up on a mission.

“Please rise and join together in a Moment of Silence to remember Pat’s many accomplishments here and elsewhere.”

RECOGNITION OF RETIRING COUNTY BOARD MEMBERS

Chairman Tobias presented Mrs. Dubin with a plaque of recognition for her time spent on the County Board.  Mrs. Dubin then said a few words to the Board.

Chairman Tobias then presented Mr. Haines with his plaque.  Mr. Haines spoke to the Board and audience about his time spent on the County Board.

APPOINTMENT OF CHAIRMAN PRO TEM NOMINATIONS

Chairman Tobias called for nominations for Chairman Pro Tem for the Organizational Meeting of the New County Board.

Motion

Mrs. Turner moved to nominate Mr. Haines as Chairman Pro Tem.  Mrs. Allen seconded her motion.

Voice Vote

The Chair called for a voice vote on the motion to nominate Mr. Michael Haines as Chairman Pro Tem all Members present voted yea.  Motion carried.

ADJOURNMENT

Motion

Ken Andersen moved to adjourn the meeting of the former Board.  Mr. Haines seconded the motion.

Voice Vote

The Chair called for a voice vote on adjourning the meeting of the former Board.  All Members present voted yea.  Motion carried.

MEETING CALLED TO ORDER

            Chairman Pro Tem Mr. Haines called the meeting to order.

ADMINISTRATION OF OATH OF OFFICE TO NEW COUNTY BOARD MEMBERS

The Clerk administered the Oath of Office to all County Board Members elected at the November 2, 2010 General Election.

Those Members were Charles Foster, Russell Deverell, Kenneth Andersen, John Hulseberg, Bob Brown, Sally De Fauw, Julia Fullerton, Julia Fauci, Jeff Whelan, John Gudmunson and Marlene Allen.

ROLL CALL FOR NEWLY SEATED COUNTY BOARD

Chairman Pro Tem Mr. Haines asked for a roll call on the newly seated County Board Members.  Those Members present were Mrs. Allen, Ken Andersen, Larry Anderson, Mr. Augsburger, Mr. Brown, Mrs. De Fauw, Mr. Deverell, Mr. Emerson, Ms. Fauci, Mr. Foster, Mrs. Fullerton, Mr. Gudmunson, Mrs. Hulseberg, Mr. Metzger, Mr. Newport, Mr. Oncken, Mr. Reid, Mr. Stoddard, Mrs. Tobias, Mr. Todd, Mrs. Turner, Ms. Vary and Mr. Whelan.  Mr. Tyson was absent.  Twenty three Members were present and one absent.

ELECTION OF COUNTY BOARD CHAIRMAN

Nominations

The Chairman Pro Tem called for Nominations for County Board Chairman.

Motion

Mr. Newport nominated Mr. Larry Anderson.  Mr. Oncken seconded the nomination.

CLOSE NOMINATIONS

Motion

Ken Andersen moved to close the nominations for County Board Chairman.  Mr. Gudmunson seconded the motion.

Voice Vote

The Chair asked for a voice vote on the nomination of Larry Anderson as County Board Chairman.  All Members present voted yea.  Motion carried unanimously.

            Mr. Larry Anderson was elected by unanimous consent as Chairman of the Board for the next two years. 

Derek Tyson arrived at 7:50 and was administered his Oath of Office when he arrived.

ELECTION OF COUNTY BOARD VICE-CHAIRPERSON

Nominations

The Chairman Pro Tem called for Nominations for County Board Vice-Chairperson.

Voice Vote

Ms. Fauci nominated Mrs. Ruth Anne Tobias.  Mrs. Allen seconded the nomination.

CLOSE NOMINATIONS

Motion

Ms. Fauci moved to close the Nomination for County Board Vice-Chairman.  Mrs. Allen seconded the motion.

Voice Vote

The Chair asked for a voice vote on the nomination of Mrs. Tobias as County Board Vice- Chairman.  Motion carried unanimously.

Mrs. Ruth Anne Tobias was elected County Board Vice-Chairman by unanimous consent.

RECOGNIZING RUTH ANNE TOBIAS

Chairman Anderson read a statement recognizing Mrs. Ruth Anne Tobias as the first female Chairman of the County Board which she held for six years along with her many other involvements with DeKalb County and other various Committees.  She was presented with a plaque and received a standing ovation.

The following is the statement read by Chairman Anderson:

“Whereas, the members of the DeKalb County Board and the citizens of DeKalb County have been well served by Ruth Anne Tobias during her tenure as Chairman of the County Board from 2004 until 2010, and

“Whereas, Ruth Anne was not only the first woman to chair the DeKalb County Board but distinguished herself as president of he Illinois GIS Association and president of the Illinois Counties Association, and

”Whereas, Ruth Anne served as the DeKalb County representative to Metro Counties, the Northwest Water Planning Association, the National Association of Counties and the CMAP Water Study, and

“Whereas, her tireless dedication to the duties of the office of chairman and seeming inability to say no to anything have served as an inspiration to all and set a high standard for those who follow her, and

“Whereas, those who have served with her will attest that she has brought both skill and perseverance to the job and both in great measure.

“NOW, THEREFORE, BE IT RESOLVED that the DeKalb County Board does hereby recognize Ruth Anne Tobias for her many years of service to the County Board and to the citizens of DeKalb County.”

Motion to Approve Appointments

Mr. Tyson moved to approve the Committee appointments as presented by Chairman Anderson.  Mr. Stoddard seconded the motion.

Voice Vote

The Chair asked for a voice vote on the motion to approve the appointments.  All Members present voted yea.  Motion carried.

OLD BUSINESS / NEW BUSINESS

There were no items for new or old business for this meeting.

ADJOURNMENT

Mr. Augsburger moved to adjourn the meeting.  Ken Andersen seconded the motion.

Voice Vote

The Chair asked for a voice vote on the motion to adjourn.  All Members present voted yea.  Motion carried unanimously.
