August 4, 2010
CALL TO ORDER
Chairman Riddle called the meeting to order at 3:35 pm
BOARD MEMBERS PRESENT:
Chairman Riddle, Feithen, Hanson, Harrison, Newby, and Olson. Leoni arrived at 3:37.

AGENDA
The Chairman asked for any amendments to the agenda. The agenda was changed to move the Frontier Communications to the beginning of the agenda. The motion was made by Olson and seconded by Newby to approve agenda with that change. The motion passed.
MINUTES
A motion to approve the minutes of the June 2, 2010 meeting was made by Feithen and seconded by Newby. The motion passed
Treasurer’s Report
- Monthly Treasurers Report- was presented and discussed.
- July Report- A motion to approve monthly report was made by Hanson and seconded by Leoni. Motion passed.
- August Report- A motion to approve monthly report was made by Olson and seconded by Hanson. Motion passed
- Bills Not Previously Submitted:
- A request for payment for a NENA Class for G. Johnson of $195.00.
- A bill from Word Systems for a maintenance contract for Sandwich Police Department Logging Recorder for the amount of $2886.53.
- A motion to add the bills listed above by Feithen and seconded by Leoni. Motion passed

Old Business
- Fire Radio Reports
- Feyerherm reported the following:
- Genoa Kingston Paging Issue- Frontier has not completed this installation has not been buried.
- Storm damage- Jim F. worded on damage two weeks ago
NEW BUSINESS
- Frontier Communications
- Michael Davis and Tom Kuschman introduced themselves as the new representatives for Frontier Communications. They stated that they have taken over for Verizon. They do understand that there are infrastructures issues and were most recently caused by storms and they are working 24 x 7 trying to repair the infrastructure. There was discussion on additional outstanding issues. They stated they are here to help.
- Rave Wireless-
- Johnson mentioned that they would like to provide a demo of their products and services at the next ETSB Meeting. The demo will be scheduled prior to the ETSB Meeting.
- DeKalb Fire Department Radio Issue-
- Harrison provided a copy of the price quote from Starved Rock Communication to improve the current infrastructure.
- There are issues with the current infrastructure since the Frontier Communication storm issues.
- Hanson posed the question of whether there had been a consideration to utilize fiber versus copper.
- Harrison will research additional options and return to the ETSB at the September meeting.

- Legislation- Johnson stated that the there were very little changes on the legislation and most items have been tabled until fall session. Johnson provided a copy of an update provided by the INENA Legislative Committee.
- Participating Agency Requests – None
- PSAP Administrators' Report –
- G. Johnson reported that no meeting was held. Next meeting would be 8/11/10 1:00pm at Johnson’s office.
- Persons to be Heard from the Floor - None
- Coordinator’s Report – Johnson reported the following:
- Region 3 Next Generation Demo- Johnson attended a demo 7/28/10 on a new systems. That demo was excellent.
- INENA- Johnson attended a Region 3 Meeting on 7-1-10.
- VoIP Carrier Surcharge Monies- Johnson is still working on the payments that are in arrears from one of the VoIP Carriers.
- NENA- Johnson attends weekly/by weekly calls on NG911 equipment and data
- Hero Program- This is a program to honor young children that have called 911 and did an excellent job to help the dispatcher during the response. There was a discussion to collect information about this program and provide to the agencies in the county to see if they want to implement.
- Rotary Presentation- Johnson made a presentation to the Sunrise Rotary about DeKalb County 911 on June 15, 2010. She will try to continue with public education.
- ICC Administrative Code rewrite- The ICC will start the process of opening the existing code for allow for competition for 911 System Providers and Next Generation 911.
- FOIA/OMA- Johnson is certified on these processes and will keep her certification up representing the ETSB.
ADJOURNMENT
Olson moved to adjourn the meeting, and was seconded by Leoni. The motion passed. The meeting adjourned at 5:01pm.
