EXECUTIVE COMMITTEE

MINUTES

June 8, 2010

 

 

The Executive Committee of the DeKalb County Board met on Tuesday, June 8, 2010 at 7:00p.m. at the Administration Building’s Conference Room East.  Chairman Ruth Anne Tobias called the meeting to order. Members present were Marlene Allen, Ken Andersen, Larry Anderson, Eileen Dubin, Julia Fauci, Jeff Metzger, Sr. and Pat LaVigne.  Mr. Haines was absent.  Others present were Ray Bockman, Riley Oncken, Jerry Augsburger, Derek Tyson, Mark Todd, Pat Vary, Sally DeFauw, John Emerson, Sharon Holmes, John Hulseberg, Greg Millburg, Jim Luepke, Anita Turner and Paul Stoddard.

 

 

APPROVAL OF THE MINUTES

          Moved by Ms. LaVigne, seconded by Mr. Andersen, and it was carried unanimously to approve the amended minutes from May 2010.

 

 

APPROVAL OF THE AGENDA

          Moved by Mr. Anderson, seconded by Ms. Allen, and it was carried unanimously to approve the agenda.

 

 

APPOINTMENTS

1.  Shabbona Fire Protection District:                       Mr. Thomas Greenwell, to fill the unexpired term of Mr. Joe Suddeth, until 03/01/2011.

 

Appointments expiring for JULY 2010:

  1. Metropolitan Exposition, Auditorium & Office Building – 1 position
  2. East Pierce Cemetery Association -      1 position
  3. Rehab & Nursing Center Operating Board – 1 position

 

          Moved by Mr. Anderson, seconded by Ms. Fauci, and it was carried unanimously to forward these recommendations to the full board for approval.

 

 

BI-ANNUAL ELECTION JUDGES LIST

          Ms. Sharon Holmes, DeKalb County Clerk and Recorder, approached the committee about a resolution for the Bi-Annual Election Judges List.  She said that the County Board shall, per the Illinois State Statutes, select and approve the proper ratio of persons to serve as election judges in each precinct from the certified lists which have been filed with the County Clerk.

 

          She continued by stating that the November even-numbered year Governor’s race determines the party ratio of election judges in each precinct.  The two-year election judge terms follow the precinct committeeman terms. The election judges are re-appointed after the primary in the even numbered years. Rather than just using the last Governor’s race, we are required by law to use an average of the last three Governor’s races.  Therefore, the average number of votes cast by precinct in the races from 1998, 2002 and 2006 were used to determine the “leading political party” in each precinct.

 

          This ration that was used in 2008 will also apply to the selection of judges in 2010.  The list attached to the resolution included in this month’s county board packet is the ration of election judges to be used for the 2009/2009 term and for the 2010/2011 term.

 

          Moved by Ms. Fauci, seconded by Ms. LaVigne, and it was carried unanimously to forward this resolution on to the full board for approval

 

 

 

APPROVAL OF THE COUNTY BOARD AGENDA

Mr. Ray Bockman, County Administrator, reviewed the County Board Agenda for the Board Meeting to be held on June 16, 2010. 

 

Moved by Mr. Anderson, seconded by Ms. Allen, and it was carried unanimously to approve the County Board Agenda and to forward it to the full board for approval.

 

 

GENERAL DISCUSSION

Ms. LaVigne, Chairman of the County Highway Committee, said that she had no report. 

 

          Mr. Larry Anderson, Vice-Chairman of the DeKalb County Board, updated the committee on the lightning strike of a FPL Wind Tower.  He said that one blade was hit by lightning and another blade was damaged.  Therefore, FPL has decided to replace both of the blades.

 

Mr. Metzger, Sr., Chairman of the Health and Human Services Committee, said that they heard from the new Executive Director, Mr. Mark Parrish of the Mental Health 708 Board.  Mr. Parrish had been the Administrator of Stroger Hospital in Cook County for 20 years.  He has a few good ideas that he will be implementing soon, an example is that he will visit with various agencies who receive funding from the Mental Health Board and ask them for quarterly reports.  He will also be writing grants.

 

          Ms. Allen, Chairman of the Law and Justice Committee, said that her committee heard from Judge Klein who updated them on the Courthouse Expansion project.  They also heard from the Sheriff Scott who gave his annual report.

 

         

          Ms. Fauci, Chairman of the Forest Preserve Committee, said that they will be closing on the farm that they just approved for a land acquisition at the May County Board Meeting.  The closing will include the first 5-acres and will be done this Thursday.  The remaining acres will be closed on this Fall.  The Ellwood Cabin will need to go through the steps for rezoning, Ms. Fauci said. 

 

          Ms. Dubin, Chairman of the Economic Development Committee, said that Dr. Gleeson is working on the draft for Phase III and it will be forthcoming.  The committee also heard from Mr. Steve Milner and the 3M Tax Abatement project.  This resolution will be coming before her committee tomorrow night at the Economic Development Committee Meeting.

 

          Mr. Kenneth Andersen, Chairman of the Planning & Zoning Committee, said Vulcan is reopening their Public Hearing and that a sound study from FPL should have gone out to all county board members.  This survey was conducted by an independent firm, not FPL, he said.  The committee is also sending an item before the county board this month regarding a language change for Bed and Breakfasts.

 

          Before adjourning, Mr. Bockman said that he needed to include another item on the County Board Agenda for the Ad Hoc Courthouse Oversight Committee who will be sending a recommendation to the full board regarding the courthouse expansion project and its budget.

 

 

ADJOURNMENT

It was moved by Mr. Metzger, Sr., seconded by Mr. Anderson, and it was carried unanimously to adjourn the meeting.
