Mrs. Grush reviewed revisions to budget line items presented in July, noting decreased revenue and increased expenses.  With these revisions, the deficit is $465,900.  She reviewed the reasons for the deficit and what we have done to reduce non-personnel expenses.  It is now necessary to look at personnel expenses.

 

Mrs. Grush reviewed communication with employees and the union thus far regarding the deficit.  At a meeting in August with the outgoing and the new AFSCME staff representatives, they reported the union members are not willing to open the contract to implement a salary freeze or reduction.  Thus, the budget includes a 3 percent and 2 percent increase January 1^st and July 1^st, respectively, for all union and non-union employees.

 

Mrs. Grush explained her preliminary Deficit Reduction Proposal, encompassing layoffs in three of five Divisions, and service reductions.  She then explained the anticipated process going forward to meet with the union to present the proposal.  She will bring the proposal back to the Board of Health for a vote in November.
