            The Health & Human Services Committee of the DeKalb County Board met on Monday, April 5, 2010, @ 5:30p.m. in the Administration Building’s Conference Room East.  Chairman Jeff Metzger, Sr., called the meeting to order.  Members present were Eileen Dubin, John Emerson, Pat LaVigne, Derek Tyson and Vice-Chair Paul Stoddard.    Others present were Karen Grush, Elizabeth Carney, Meghan Becker, Tom Scott, Mary Overby, Michael Flora, Ellen Tyne,  Val Hinz.

 

 

APPROVAL OF THE MINUTES

            Moved by Mr. Stoddard, seconded by Mr. Tyson, and it was carried to approve the minutes from March 2010.

 

 

APPROVAL OF THE AGENDA

            Moved by Mr. Emerson, seconded by Ms. Dubin, and it was carried unanimously to approve the agenda.

 

 

SENIOR SERVICES TAX LEVY HEARINGS

            Chairman Metzger, Sr. reminded the committee members that the agencies were only going to be allowed 10-15 minutes each for a question and answer period.  After the meeting tonight the committee will then reconvene on Monday, April 12, 2010 at  5:30p.m. to hear the rest of the senior tax levy hearing and then discuss the monetary awards to the various agencies chosen. 

 

 

Barb City Manor – Ms. Ellen Tyne, Administrator

Request:  Barb City Manor is requesting $10,608.00 in funds that would assist an average of 4 residents per month for 1 year of service (48 months or units of service) at an average cost of $221.00 per service unit.  Current Section 8 subsidies vary from $149.00 per month to $314.00 per month.  Residents must be able to pay for the majority of their monthly cost of living at Barb City manor with an average cost of $1,277.00 per month.  This is all done through monthly social security, pensions, interest or savings.  Assistance from Barb City Manor’s Resident Endowment Fund may also be requested.  Barb City Manor’s Endowment Fund is currently at $170,422.  Residents are receiving $1,275.00 a month from this fund, which is over the amount the Fund is earning in interest.  Residents with very low income or those who have outlived an annuity or other investment sometimes need assistance from more than one source. 

 

Mr. Stoddard asked Ms. Tyne, that if the committee had to cut everyone’s funds by 25% this year, how would it affect her agency

 

Ms. Tyne said that they would still try to help people as much as they could. 

 

In summary, an average of 4 residents a month will be served at an average cost of $221.00 per month for a total of 48 units of service = $10,608.00.

Ben Gordon Center

Request:  The Ben Gordon Center is seeking $58,509.50 for their Older Adult Outreach Program.  Right now they provide for a general outpatient service and are asking for an expansion.  Mr. Flora said with this expansion, they would be able to provide in-home services for seniors who suffer from severe and persistent mental health illness so that the Center can help prevent the premature institutionalization of these seniors.  The project will provide 1200 hours of service to 50 older adult residents living in DeKalb County Housing Authority Facilities, Manor Apartments and other senior independent living facilities.  The Clinician will travel to the various program sites to deliver care in the resident’s home.

 

Mr. Stoddard asked Mr. Flora that if the committee had to cut everyone’s funds by 25% this year, how would it affect his agency

 

Mr. Flora said that it would be less than last year’s award and would definitely affect their program.

DeKalb County Health Department – Ms. Karen Grush

Request:  DeKalb County Health Department is requesting $31,000 to subsidize approximately 400 home care medical visits to 50 medically indigent DeKalb County senior citizens.  Medically indigent individuals are those not covered under Medicare and who are non-insured or under-insured. 

 

In 2009, the estimated cost and full charges per visit were $160 for skilled nursing, physical, speech and occupational therapy, $185 for medical social services and $85 for home health aide services.

 

In 2009, the Program provided 15,692 home health visits to 875 individuals (9,043 skilled nursing, 3,623 physical therapy, 800 occupational therapy, 210 speech therapy, 1,979 home health aide and 37 medical social service.

 

Mr. Stoddard asked Ms. Grush that if the committee had to cut everyone’s funds by 25% this year, how would it affect her agency

 

Ms. Grush said that this is the first time in the history of Home Health Care that the revenue did not bring in enough to cover the costs.  It will impact them down the road, not this year, but if the County continues to cut the requests this way then it will affect them.

Hospice – Ms. Val Hinz

Request #1:  Hospice is requesting the amount of $2,268 to reimburse two class leaders for each 6-session class for approximately 4.5 hours per session at $21.00 per hour for a Caregivers Class.  Their time will be spent preparing, facilitating, doing follow up and referral work with class members for two Powerful Tools for Caregivers classes per year.

Request #2:  Hospice is requesting the amount of $2,640 to support an average of five (5) senior home-based Transitions End of Life care clients per month.  The average time spent by the Transitions Coordinator on case management and volunteer supervision per client is two hours per month at $21.00 per hour.  The request also includes $120.00 for the Transitions portion of the Direct Care Volunteer training (two trainings/year).

 

Mr. Stoddard asked Ms. Hinz that if the committee had to cut everyone’s funds by 25% this year, how would it affect her agency

 

Ms. Hinz said not too much, they would do fundraising and not deny services.

Elder Care Services – Case Management and Elder Abuse – Ms. Elizabeth Carney

Elder Care has three applications again this year.  They are regarding Case Management, Elder Abuse and Neglect Program and the newly formed Self-Neglect Intervention Program. 

 

Request:  Elder Care - Case Management is requesting $39,000 to provide additional case management services in DeKalb County.  Other Sources of income include reimbursement from Illinois Department on Aging.  For Case Management services, they served 1139 clients in Fiscal Year 2009.  Elder Care will be providing 6500 units of case management services to these clients. They are requesting support in the amount of $6 per unit of service.

 

             Elder Care – Elder Abuse is requesting $27,000 to provide additional elder abuse and neglect services in DeKalb County. Other sources of income include contractual reimbursement from the Illinois Department on Aging, requests to DeKalb United Way/Sycamore United Fund and DeKalb Township.  Their request will be used to support services to 123 elder abuse victims.  The funds will be used to provide 1227 units of service to those clients.  They are requesting support in the amount of $22.00 per unit of service.

 

            Elder Care Self-Neglect Intervention (ECS) is requesting $32,000 to continue support for a Self-Neglect Intervention Program.  They will provide 1260 units of services to 65 Self Neglecting seniors.  Elder Care Services is requesting $24.00 per unit at a cost of $30,000.00.  Two-thousand dollars ($2,000) will be for the purchase of goods and services to assist the client to remain at home.

 

Mr. Stoddard asked Ms. Carney that if the committee had to cut everyone’s funds by 25% this year, how would it affect her agency

 

Ms. Carney said that it would affect their staff and their services.

Family Service Agency of DeKalb County – Ms. Mary Overby

Request:  Family Service Agency is requesting $92,701.00 for the expansion of senior services for senior residents of DeKalb County.  This funding request combines the two new Senior Centers, one in the Genoa Township Park District and the other at the Cortland Lions Club Shelter House plus the current DeKalb location.  All funds requested would be used for staffing of the three facilities.  Their initial plan is to hold  programs twice a week at each new site, Monday and Thursday at the Genoa site, Tuesday and Friday at the Cortland site.  The outcomes will be evaluated at the end of six months and the determination made to increase the programs, if attendance is sufficient or to reduce or discontinue a program, if attendance is poor.  For programming as well as safety, two persons are needed at each site.  To reduce costs and provide employment opportunities for persons over the age of fifty-five, three individuals enrolled in the Experience Works Program will work under supervision.  No costs will be incurred for these workers. 

        Other staff positions include the Director of Senior Services.  There is no other funding source for this position since the discontinuation of the Agency’s Assisted Living Program. Request for this position is $50,581.00.

         The Receptionist/Assistant was trained through the Experience Works Program and was hired full-time as an employee in December of 2009 with funding as a result of reallocation of senior tax levy funds because of the termination of the Assisted Living Program. This position has no other funding source for the 2011 fiscal year.  Request for this position is $20,538.00.

        An additional staff person is needed to travel to the Genoa and Cortland centers to facilitate programming and supervise the students and trainees.  Because this individual is blind, the request for this position is $20,538.00 in wages plus $1044.00 for transportation costs to the Genoa site.

 

        The total bid amount for this project is $92,701.00.

 

        At this time there are no other funding sources for the above stated amounts.

 

        The $92,701.00 that is requested from the Senior Services Tax Levy will pay for 6240 units of service hours at the rate of $14.85 per hour.          

 

Mr. Stoddard asked Ms. Overby that if the committee had to cut everyone’s funds by 25% this year, how would it affect her agency

 

Ms. Overby said that it would limit the enhancement of their programs and they would not be able to expand into Waterman with another site nor would they be able to introduce a new program involving high school students and the elderly.

Ms. Donna Moulton, Director of the DeKalb County Community Services Department, explained to the committee about the one-time allocation from last year involving the Senior Center.  She said that Ms. Overby had purchased Palm Pilots with the money received last year from Best Buy and the Pilots were never used.  She tried several times to return the Pilots and finally was successful.  The money that she received from the refund she used for other equipment that she needed to purchase for the new sites in Cortland and Genoa.  This equipment is the same type that she had purchased for the DeKalb site.

 

There was no discussion after the last agency made their presentation.

 

Chairman Metzger, Sr., reminded the committee that the meeting would reconvene on April 12, 2010 at 5:30p.m. to continue with the senior services tax levy hearings in Conference Room East.
